Capital Improvement Program (CIP)

CIP Overview

Residents are encouraged to review the FY 2009-2014 CIP document. In addition, listed below are descriptions of the CIP project categories as well as documents and links that provide further information on the CIP.

What are capital projects? 
A capital project is an expenditure of more than $10,000 that acquires, expands, repairs, or rehabilitates a physical asset with a useful life of at least 3 years. Capital projects do not include day-to-day maintenance expenditures.

Why are capital projects important?
Capital projects protect the City’s existing physical assets and develop new facilities, as well as new information technology systems.

How does the City plan for capital projects?
The City’s CIP develops a six-year plan for capital projects. By planning years in advance, the City is able to better prioritize and plan for overall capital needs. The next CIP plan will go from FY 2010-2015.

CIP Projects

+ Alexandria City Public Schools (ACPS)
The school division uses capital funds to provide safe learning environments for Alexandria’s students. Upgrades to facilities may include HVAC and fire alarm system replacements, playground resurfacing and roof replacements.

Background Information:

+ Community Development
Community Development projects work to enhance the quality of life throughout the City by providing for the maintenance and restoration of the City’s streams, channels and waterways or neighborhood projects such as street cans, street lighting or wayfinding systems.

Background Information:

+ Recreation & Parks
Capital funding for Recreation and Parks projects is used for the creation of new or expanded facilities or for the maintenance of existing facilities. Special investments such as irrigation systems, artificial turf fields or drainage improvements are made in order to expand the life of recreation and parks facilities.

Background Information:

+ Streets, Bridges, & Pedestrian Improvements
To ensure that people and goods to safely traverse the City, the CIP provides funding for the maintenance and occasional reconstruction of the City’s streets, bridges and pedestrian walkways.

 Background Information:

+ Sewers
Sanitary sewer projects help prevent sewer backups and provide a more environmentally sound sewer system. On the other hand, storm sewer projects help manage storm water runoff to prevent flooding problems.

+ Information Technology
Expanded use of technology can provide greater access to public information and more convenient interaction between residents and government. High-quality financial or public safety automated systems allow for greater accountability and more efficient and effective city operations.
