  • For a limited time during the Spring and early Summer months, mulch is available for delivery. Deliveries are made to Alexandria residents only. The charge is $50 for each load (full, or half). Delivery of mulch loads, which equal about six cubic yards (one dump truck load) are scheduled each day Monday through Friday. No deliveries are scheduled on weekends or holidays.

  • City-wide Street Sweeping & Spring Cleaning Begins Monday, March 24
    Each year at the beginning of spring, crews from the Department of Transportation& Environmental Services (T&ES) increase efforts to clean city streets, helping to keep our neighborhoods and commercial corridors clean and protect our waterways. Litter, debris, and leftover grit from winter road maintenance can clog storm sewers and pollute our lakes and rivers. This year’s effort begins Monday, March 24 and will take approximately12 weeks to complete one pass cleaning the City’s 560 lane miles of streets. City crews will post “No Parking” signs in some neighborhoods and conduct commercial corridor sweeping at night. However, due to parked cars, some curbs are not accessible to motorized sweepers. Residents can help by cleaning the curb in front of their home and ensuring that nearby storm drains are not blocked. Street sweeping debris can be thrown away during regular trash collection. Residents can also request street cleaning on their block by using Call.Click.Connect.or calling 703.746.4357 (HELP).
     
  • Resource Recovery Station Information
    Are you interested in composting food waste, but aren’t able to do so at home? The City’s Solid Waste Division now has Resource Recovery Stations, located at the City's Farmers’ Markets (Old Town, Del Ray).  Staff will be on site to explain how food yard waste programs work at home, and accept items for composting.  There will also be compost tubs available to purchase for $5; each one conveniently has a lid, handle, and small enough to transport food waste to and from home, disposing items at the stations located in the Farmers’ Markets. Residents who bring food waste for composting receive a complimentary mini-bag of compost.

Overview

The Solid Waste Division, part of the Department of Transportation and Environmental Services (T&ES), is committed to providing public services in a professional and courteous manner. It is our goal to provide services that protect the environment and respond to the needs of the community at the least possible cost. Accomplishing this goal requires a cooperative effort between Alexandria citizens, businesses, and City government.

Solid Waste & Recycling Reports and Documents 

  • State of Recycling Report - Fiscal Year 2011 -- The State of Recycling Report was developed to inform residents about the current Solid Waste Division recycling programs, tonnages, and costs and benefits in the City of Alexandria.
  • Solid Waste Management Plan (SWMP) -- The SWMP was developed in response to regulations adopted by the Virginia Department of Environmental Quality in 2001 that require all local Virginia jurisdictions to submit updated twenty-year plans by July 1, 2004. The plan meets the state requirements and lays the groundwork for the future expansion of the City's solid waste programs.

Extension of Waste Disposal and Service Agreement with Covanta Energy

In January 2012, Alexandria and Arlington entered into a new Waste Disposal and Service Agreement with Covanta Energy for processing the jurisdictions' solid waste. This contract was approved unanimously by both the City Council and County Board and established an initial term through 2019. 

However, this new Agreement left open several decisions that need to be made for the continued use of the facility by the Jurisdictions. So, as part of the 2012 approval process the Council and Board directed staff to conduct a third-party economic analysis to evaluate the agreement, extension options and costs of waste disposal alternatives to support their decision-making process. The analysis is now complete and the issue at hand is whether or not the jurisdictions should extend the term of the agreement, and if so, in what time frame.

In brief, the jurisdictions can take over ownership of the Facility in 2025, or could elect to extend their site lease with Covanta to 2038, with the jurisdictional tip fee (the per ton waste disposal rate) dropping to $0 for the period from 2025 through 2038 and with the facility and site then returning to the jurisdictions in 2038.
