City Supports Home Performance with Energy Star Powered by LEAP  Home Performance w Energy Star Logo

The U.S. Department of Energy's Home Performance Program with Energy Star is now being administered in Northern Virginia by LEAP, a 501(c)(3) nonprofit which coordinates home energy upgrades, such as air sealing and insulation, in area homes. LEAP can offer energy assessments to Alexandria homeowners to identify key issues and solutions, connect homeowners with available rebates and special financing options, and help residents select a qualified contractor to complete needed energy efficiency improvements.

To provide broad access to affordable financing for residential energy efficiency improvements, the City has provided limited financial support to CommonWealth One Federal Credit Union's Alexandria Energy Saver Program.  The Energy Saver Program can provide exclusive low-interest loans at rates as low as 4.9% to qualified Alexandria homeowners.  Learn more by calling CommonWealth One's Lending Department at 703.523.8211, ext. 7611 or email lending@cofcu.org.

Foreclosure Assistance Resources

The National Mortgage Settlement will provide  $25 billion to 49 states through a settlement with five banks - Chase, Ally Financial, Wells Fargo, Citigroup and Bank of America.   While information is very limited at this time and many details will be resolved over the coming months, affected borrowers should expect to be contacted by their lender.  These are the basic elements of the settlement as it affects Virginia:

  • $479.6 million in relief could be available to assist Virginia homeowners. Of this amount:
    • $31 million to those who experienced foreclosure abuses from January 1, 2008 to December 31, 2011.  Payments of up to $2,000 per household may be issued.
    • $409 million will be for principal reduction and mortgage modifications.
    • $69.6 million will be paid to the Commonwealth as a penalty to help fund consumer protection and state foreclosure protection efforts.

Borrowers should contact their mortgage servicer to obtain more information about specific loan modification programs and whether they qualify under terms of this settlement. The toll free numbers for the settling servicers are:

For foreclosure victims who have had multiple changes of address:

For Virginians who went through a foreclosure during the period from January 1, 2008, through December 31, 2011, and whose loans were serviced immediately prior to foreclosure by one of the settling servicers, but who are worried that the settlement administrator will not be able to locate them due to multiple changes in address in the intervening period, please visit the Virginia Office of the Attorney General. Click on the "Address Update Form" link. The attorney general's office will collect your information and forward it to the settlement administrator.

Borrowers who faced foreclosure in 2009 and 2010 may also be eligible for a review of their mortgage foreclosure under the federal banking agencies' Independent Foreclosure Review.  Borrowers now have until July 31, 2012, to submit their requests. Borrowers are eligible for an Independent Foreclosure Review if they meet the following basic criteria:

  • The mortgage loan was serviced by one of the participating mortgage servicers .
  • The mortgage loan was active in the foreclosure process between January 1, 2009 and December 31, 2010.
  • The property securing the mortgage loan was the borrower's primary residence.

About the Office of Housing 

The Office of Housing (703-746-4990, TTY 703-838-5056, fax 703-706-3904) coordinates and administers City housing and housing-related programs and services, and makes recommendations to the City Manager and City Council on housing policy for the City. Its major divisions are Program AdministrationLandlord-Tenant Relations and Program Implementation, all of which are located at 421 King Street, Suite 200. The Office of Housing also works closely with the Alexandria Redevelopment and Housing Authority (ARHA) on housing issues.

A portion of the City's housing activities are funded through annual grants from the U.S. Department of Housing and Urban Development (HUD) via its Community Development Block Grant (CDBG) program and Home Investment Partnerships (HOME) program.  The Office of Housing also works with housing programs which are funded and/or administered by the Commonwealth of Virginia Department of Housing and Community Development (DHCD) and Virginia Housing Development Authority (VHDA).
