Greg Useem
Chief Performance Officer

Greg is a native of Annandale, VA and most recently served as Director of Budget and Policy for Wake County, NC, where he managed an annual general fund budget of $941 million. He was responsible for leading the budget creation process which included evaluating departmental requests based upon performance and strategic information. Prior to his employment in Wake County Greg worked in Prince George's County, MD as the Planning and Accountability Officer where he successfully implemented and operated a performance management system which included strategic plans, performance measures, performance based budgeting, and CountyStat. Greg is also a regular contributor on performance management for professional organizations in the field including Government Finance Officers Association. He earned his bachelor's degree in Political Science from Lynchburg College and a Master's in Public Administration from the University of North Carolina at Chapel Hill.

Jonathan Mahlandt
Performance Analyst

Jonathan most recently worked as a data analyst for Anzalone Liszt Grove Research where he managed results of political and corporate polls for domestic and international clients. Prior to his work at Anzalone, Jonathan taught basic and advanced statistics at the University of California San Diego while concurrently holding a research position at the same institution. A native of Frederick, MD, he earned his bachelor’s degree in Psychology (Neuroscience) from Elon University and his Master’s Degree in Cognitive Psychology from UCSD.

Robert Young
Performance Analyst

Robert most recently worked as a Budget and Management Analyst within the City of Alexandria’s Office of Management and Budget where he worked with six departments across multiple focus areas to assist with budget development and analysis, identification of priorities, and budget integration with the City Manager’s Performance Plan. Prior to his work in Alexandria, Robert worked for the City of San Antonio, TX as a Performance and Management Specialist within the City’s Office of Innovation, and performed business process improvement studies, data analysis, and policy research for department directors and the City leadership. Robert has also held positions in similar capacities with the City of Austin, TX, the Metropolitan Washington Council of Governments, and Touchstone Consulting. A native of Moscow, PA, he earned a Bachelor’s Degree in Civil Engineering and a Master’s in Engineering Management from Duke University, and his Master’s Degree in Public Affairs from the University of Texas at Austin Lyndon B. Johnson School of Public Affairs.

Rebecca Schrier
Performance Analyst

Rebecca joined the City of Alexandria after three years at Grant Thornton LLP. During that time she designed and implemented a data-driven performance management framework for Customs and Border Protection. Rebecca earned a Master’s Degree in Public Affairs from Indiana University’s School of Public and Environmental Affairs where she concentrated in Local Government Management, Economic Development and Policy Analysis. Rebecca also earned a Bachelor’s degree from Elon University in North Carolina.
