Enterprise Project Portfolio Management

Enterprise Project Portfolio Management (EPPM) team is a central Project Management Office (PMO).

  •   Responsible for planning, management and assessment of enterprise IT capital projects, complex purchase management, budgeting and financial management
  •   Providing support in the area of project management expertise, templates & best practices
  •   Rolling out new enterprise tool capabilities to City project teams
  •   Providing Project Management support capabilities using a Service Catalog model

What is the Project Portfolio Management?

Project Portfolio Management (PPM) is a term used by project managers and project management (PM) organizations to describe methods for analyzing and collectively managing a group of current or proposed projects based on numerous key characteristics

Major initiatives currently managed by the Project Management Division: 

Special emphasis is placed on using technology where it adds the most value to increase the productivity of the City government, serve the external and internal customers, and deliver services and information to citizens at work, at home and in the community.

Major initiatives include:

  • Computer Aided Dispatch/Records Management Systems Upgrade/Replacement. The City is currently implementing new and upgraded public safety systems, including: Computer Aided Dispatch (CAD); Mobile Computing; Police Records Management; Automated Field Reporting; Fire Records Management; and Electronic Patient Care Reporting. These systems comprise the bulk of the public safety systems infrastructure, and when implemented, will provide the greatest measure of reliability and assured response to the region while serving the public 24 hours a day, 365 days a year
  • Enterprise Resource Planning (ERP) System Implementation. The City is implementing an Enterprise Resource Planning (ERP) software suite to improve the automation and support for a range of administrative and management applications (Finance, Human Resource, etc.).
  • Permitting Processing Replacement System. This project provides funds for the replacement of the City’s primary building-related permit system, which supports the administration of the City’s land development process and is used by multiple agencies including: Code Administration, Transportation & Environmental Services, Planning & Zoning and the Health Department. The current legacy software will be replaced with up-to-date technology that will help address the City’s current challenges to provide online permit processing, online payments, and online plan review.
  • NOC Relocation. The City’s core Data Center, or Network Operations Center (NOC) must be relocated to a suitable facility to support long-term growth, take advantage of technological advances in data center management and to provide greater confidence in the reliability of network operations. This project provided funds for the design of a new NOC to meet industry standards and best practices, and to accommodate future growth.
  • Real Estate Accounts Receivable System (REARS). This project supports the accounts receivable portion of the City’s real estate tax system -- currently on an outdated platform -- with a new robust, integrated application. The upgrade will improve the management & functionality of the system, ensuring the delivery of government services in a more efficient manner.
