Potomac Yard Metrorail Implementation Work Group Update
On October 10, the Potomac Yard Metrorail Implementation Working Group (PYMIG) met to review the first Environmental Impact Statement (EIS) preliminary findings on certain impacts and cost estimates for the three alternative build sites of the Potomac Yard Metrorail Station. Each site is being analyzed as part of the Potomac Yard Metrorail EIS. A range of construction costs were provided based on the level of engineering analysis that has been completed. Based on industry best practices, 85% of the high cost range will be used for financial planning (see slide 24 of the attached presentation). In 2010, the Potomac Yard Metrorail Conceptual Design Study and Landbay F rezoning process estimated a cost of $240 million for Alternative Build Site B. The current estimate of $250 million is within 5% of the original. The next PYMIG meeting is on January 30, 2013, and will focus on the preliminary impacts of the two remaining alternative build sites and financial planning for all three sites. All meetings are held at City Hall in the Council Workroom from 6:30 p.m. to 8:30 p.m.

Crystal City/Potomac Yard Route 1 Bus Rapid Transit (BRT) Construction Information
A new phase of construction recently began on the south end of the Route 1 Bus Rapid Transit (BRT) between Potomac Avenue and Custis Avenue. To ensure the project meets its aggressive schedule, construction will occur during extended hours; to minimize impact on traffic, extended hours of construction are only allowed in the off peak direction of traffic. Work will occur in the southbound lanes between 7 a.m. and 3:30 p.m., and within the northbound lanes between 9:30 a.m. and 3:30 p.m. Construction work within the median area will take place between 3:30 p.m. and 5 p.m. One lane will remain open to traffic during the extended work hours.
Fire Station 210 & Impound Lot Project Groundbreaking
On Saturday, October 13, City Council in participation with the Alexandria Fire Department, Department of General Services, and Department of Transportation & Environmental Services will break ground on the Fire Station 210 and Impound Lot Project. Fire Station 210, which will be located at 5255 Eisenhower Avenue, is part of the City’s Capital Improvement Program. The station, which was approved by City Council in 2008, will provide enhanced emergency response time to Alexandria’s West End, with close proximity to the Norfolk Southern Ethanol Transloading Facility (an area of much concern to residents in the community). The station will also provide additional Fire Department classroom and training facilities, and community meeting space. Funding for this $16 million project will also support the improvement of the City impound lot located at Eisenhower Avenue and a new impound lot at 3000 Business Center Drive. City Receives Community Homeownership Revitalization Program Funding
The City of Alexandria has been awarded $750,000 in funding through the Virginia Housing Development Authority’s Community Homeownership Revitalization Program (CHRP). This resource will provide reduced rate mortgage financing for lower-income, first-time homebuyers participating in the Alexandria Redevelopment and Housing Authority’s Housing Choice Voucher Homeownership Program and purchasing homes within one of the City’s three designated Neighborhood Stabilization Program (NSP) target areas. While rates will vary, the CHRP loan rates for a 30 year mortgage have been as low as 2.5%. The funds are expected to serve a total of five households.
