Norfolk Southern Ethanol Transloading Facility
The City of Alexandria was notified on May 3 that Norfolk Southern applied for an air permit that would increase the number of railcars offloading ethanol from 14 to 30 at its transloading facility, located in the City’s West End. The City Manager sent a letter to the Virginia Department of Environmental Quality asking for a public meeting and a public hearing on the expansion to be held in the City. On Monday, Mayor William D. Euille issued a statement calling for better notification procedures between Norfolk Southern and City officials.
City Council will be considering a resolution opposing the transloading facility at their next legislative meeting on May 14.

The Alexandria Fund for Human Services Appoints FY2014 Grant Reviewers
The Alexandria Fund for Human Services, which coordinates grants and special initiatives for the Community Partnership Fund and the Children and Youth Fund, has appointed the following FY 2014 grant reviewers. Community Partnership Priority: Jason Deschant, Chair of the Alexandria Social Services Advisory Committee; Kendra Gillespie, owner of FAVHR, a Human Resources consulting firm; and Joseph Valenti, member of the Alexandria Economic Opportunities Commission. Youth Priority: Andrew Baldwin, member of the Alexandria Economic Opportunities Commission; Francis M. Chase, Sr., Cultural Competency Specialist with ACPS; and Andria Cook, a school board-appointed representative to the Children, Youth and Families Collaborative Commission. Children Priority: Victoria Cattaneo, a school board-appointed representative to the Children, Youth and Families Collaborative Commission; Anne-Marie Twohie, Director of the Office for Children, Fairfax Department of Family Services; and Sonia Price, Esq., member of the Children, Youth and Families Collaborative Commission.
RPCA Launches Enhanced Tree Maintenance Program
During the next few months, residents may see increased activity along many City streets as the City implements its Urban Forestry Master Plan. The Department of Recreation, Parks and Cultural Activities is launching a proactive tree maintenance program to enhance its efforts to prune dead or broken limbs, and to remove hazardous trees where necessary. The goal of the program is to identify and correct potential problems ahead of time, in order to reduce damages and calls for emergency service. City Receives REACH Grant
The City of Alexandria and Arlington County have jointly received a $5,000 REACH Grant from the Virginia Housing Development Authority to undertake a new outreach and education initiative for owners of condominiums and board members of condo associations. Noting the common challenges that condominium communities are facing in Alexandria and Arlington, staff collaborated on a proposal to offer regional training sessions and workshops to address common questions related to condominium management and ownership. Topics to be addressed include legal issues, financial management and operations, restrictive covenants, insurance requirements and understanding the Federal Housing Administration approval process. Sexual Assault Center and Domestic Violence Program Achieve Accreditation
The Department of Community and Human Services’ Sexual Assault Center and Domestic Violence Program received a full two-year accreditation from the Virginia Sexual and Domestic Violence Action Alliance. The programs utilize best practices when serving Alexandria victims and survivors. The reviewers praised their model utilization of volunteers, and their collaboration with law enforcement and the Commonwealth’s Attorney Office.
