FY 2015 Budget Process Update
Over the next several weeks, City Council and City staff will continue to work on the City Manager's Proposed Fiscal Year 2015 General Operating Budget and Capital Improvement Program through a series of work sessions, and public hearings, in March and April. City Council will finalize the Fiscal Year 2015 Approved Budget and Capital Improvement Program on Thursday, May 1.
Norfolk Southern Ethanol Transloading Facility Update
Norfolk Southern (NS) is continuing to pursue exemption from the Virginia Department of Environmental Quality (VDEQ) air permitting requirements for the proposed expansion of the ethanol transloading facility located in Alexandria. In a recent letter to VDEQ, NS requested formal confirmation of this exemption, and follow-up within 14 days, should VDEQ determine the transloading facility is not exempt. NS also responded to a letter outlining the City's concerns sent by Mayor William D. Euille in January. In summary, the letter states that 1) NS agrees with the City's request for a vegetative buffer on areas of its property near the Cameron Station community, and is willing to discuss financial support for the tree plantings; 2) if the City holds a meeting with the community, NS will participate; and 3) with planned expansion of the transloading facility, there may be further facility improvements, such as the addition of tracks, which could potentially reduce nighttime rail activity.

Update: King Street Bike Lanes and Pedestrian Safety Improvements
A public hearing was held at the Traffic and Parking Board meeting on Monday, February 24, pursuant to City Code Section 10-2-8, as part of review of the T&ES Director's decision to install the bike lanes between West Cedar Street and Janney's Lane. The Traffic and Parking Board recommended that City Council 1) reject the Director's decision to install bicycle lanes on King Street for safety reasons, and 2) defer action for 60 days to allow proponents and opponents of the plan time to develop a compromise solution. City staff will continue working with the community on this project. City Council is expected to consider the matter during its regular public hearing on March 15. Notice of Public Hearing: Mental Health, Intellectual Disability and Substance Abuse Services
On Thursday, March 6, the Alexandria Community Services Board is holding a public hearing to receive comment on the needs of Alexandrians with mental illness, intellectual disability or a substance dependency problem, and on the proposed Plan of Services (Performance Contract), which is available at www.alexandriava.gov/DCHS. Waterfront Community Meeting #4
The City will hold Waterfront Community Meeting #4 on March 6, from 6:30 to 9 p.m., at the United Way Worldwide Mary Gates Center, 701 N. Fairfax Street. A composite design for the Core Area extending from Duke Street to Queen Street will be shared for community input, along with information related to flood mitigation and common elements such as lighting, furnishings, and materials, and discussion related to art and history. This is the final meeting of a four-part Waterfront Community Meeting Series on the Landscape and Flood Mitigation Design Project. Additional public meetings are anticipated to be docketed, in April and June, by the Planning Commission and City Council.
Sanitary Sewer Improvement Project Construction Begins
Construction is scheduled to begin the week of March 3 on a sanitary sewer improvement project on N. West Street between King Street and Cameron Street. This project will improve sewer system performance and minimize required maintenance. The construction is scheduled to continue through summer and will include closure of N.
