Deputy Chief Cleveland L. Spruill
Deputy Chief Cleveland Spruill has proudly served with the Alexandria Police Department for more than 26 years. During his tenure with the Police Department, he has held various assignments in all of the four major bureaus (Patrol Operations, Administrative Services, Special Operations and Investigations). Deputy Chief Spruill is currently the commander of the department’s Investigations Bureau, which is comprised of the Criminal Investigations Section,Vice and Narcotics Section, Crime Scene Investigations Section and Internal Affairs Division.
Prior to his assignment to the Investigations Bureau, Deputy Chief Spruill headed the Patrol Operations Bureau and oversaw the implementation of the department’s Strategic Response System (SRS) model of policing. This model of policing, which uses information technology, operational strategy and managerial accountability to guide police operations, is credited with helping the City achieve 40-year record low crime rates and marked improvements to our citizens’ quality of life.
Deputy Chief Spruill is a graduate of the Federal Bureau of Investigations’ National Academy for Law Enforcement Executives and the Professional Executive Leadership School (PELS) at the Robins School of Business (University of Richmond). Deputy Chief Spruill holds an Associates Degree in Administration of Justice from Northern Virginia Community College and a Master of Science in Management Degree from Johns Hopkins University.
Deputy Chief Spruill is a native of Queens, New York, and currently lives in Lake Ridge. Deputy Chief Spruill spends his spare time volunteering with his church’s youth ministries program and coaching youth football at Woodbridge High School.
