    Overnight Construction of Pedestrian Bridge

    A noise variance has been issued to Potomac Yard Constructors for overnight construction to erect the pedestrian bridge over CSX rail tracks. This work is required to take place at night due to CSX regulations regarding work over the active roadway. Note, the work may not be continuous due to weather and availability of CSX work windows.

    Start Dates: March 29, 2021
    End Date: April 26, 2021
    Work Hours: 6 PM - 7 AM (Sunday - Saturday)

    What Residents Can Expect: Crane, light tower, and boom lift noise throughout the night. PYC will insure the light towers and boom lifts are in place during daytime hours to minimize the noise and equipment alarms during nighttime hours. Without compromising a safe working environment, the light towers will be pointed away from residents’ homes as much as practicable.

    Pile Driving to Begin at South Pavilion

    Potomac Yard Constructors (PYC) will be driving piles for the Potomac Yard Metrorail Station South Pavilion east the E. Glebe Rd. and Potomac Ave. intersection.

                  • Hours Permitted: 5 – 7 AM
                  • Location: Carpenter Drive site entrance.
                  • What Residents Can Expect: Trucks will be arriving on site early. The gate will be open to prevent the idling or staging of trucks adjacent to residences.                         After-Hours Construction Begins Sunday, April 26, 2020

                        For three weeks, starting this Sunday, April 26, 2020, Potomac Yard Constructors will be conducting overnight work on WMATA tracks and land in the vicinity of the Carpenter Rd. site entrance. This work requires safe access to the WMATA rail lines and surrounding land while the Metro is not in service, so the window of opportunity for completing this work is limited. For more information, please read this  Noise Variance Notice being disseminated to community members.


                        **CONSTRUCTION ACTIVITY NOTICE**

                        Pile Driving to Occur at "Knuckle" Site

                        Potomac Yard Constructors (PYC) will resume pile driving for the Potomac Yard Metrorail Station on Monday, April 13, 2020. Work will take place northeast of the stormwater detention pond at Dogue Street and Potomac Avenue. This activity is permitted to occur between 9:00 a.m. to 6:00 p.m., Monday through Friday, and 10:00 a.m. to 4:00 p.m., Saturday. PYC anticipates pile driving at this location will take three weeks to complete, weather permitting.

                                  Virginia Department of Environmental Quality (DEQ)  
                                  The State Water Control Board Meeting took place on Friday, September 6, 2019. The Board unanimously approved the Virginia Water Protection Permit for the Potomac Yard Metrorail Station Project. The Virginia Department of Environmental Quality issued a Virginia Water Protection (VWP) Individual Permit to the City that day.   The permit and a fact sheet can be found on the Updates and Reports web page.


                                  United States Army Corps of Engineers (USACE)    
                                  The U.S. Army Corps of Engineers (USACE) issued a Clean Water Act (CWA) Section 404 permit to the City of Alexandria for the Potomac Yard Metrorail Station project on November 15, 2019.  The permit and related documents can be found on the Updates and Reports web page.

                                  The demolition of the Potomac Greens traffic circle is currently on hold pending the removal of a power pole by Dominion. We will provide an updated timeline once additional details are available.

                                  AC Switchgear Building

                                  Site excavation activity will continue into November. Workers are installing the grounding grid, as well as forming and placing the foundation footings.


                                  2601 Main Line Blvd.

                                  PYC is required to provide off-street parking for their workers, trucks, and trailers as a condition of the Development Special Use Permit (DSUP) approved by City Council. This lot will be located at 2601 Main Line Blvd., which is on an undeveloped block bordered by Main Line Blvd. to the west, Potomac Ave. to the east, Maskell St. to the north, and Swann Ave. to the south. Activity towards the end of this month may include paving, the installation of fencing, and formation of access ramps. The only point of access will be off Potomac Ave.

                                  Permits and Approvals

                                  Virginia Department of Environmental Quality (DEQ) 
                                  The State Water Control Board Meeting took place on Friday, September 6, 2019. The Board unanimously approved the Virginia Water Protection Permit for the Potomac Yard Metrorail Station Project. The Virginia Department of Environmental Quality issued a Virginia Water Protection (VWP) Individual Permit to the City that day.


                                  United States Army Corps of Engineers (USACE) 
                                  The USACE is completing its review of the Potomac Yard Metrorail Station Joint Permit Application. Staff anticipates the Army Corps will announce its decision in the coming weeks.


                                  City of Alexandria Board of Architectural Review (BAR)   
                                  The City continues to review station design elements with the BAR to ensure they comply with City requirements. Staff anticipates plans for the exoskeleton finish and lighting design will be presented for consideration at the next meeting in December 2019.

                                  AUGUST 20, 2019 UPDATE

                                  The City of Alexandria will host a Board of Architectural Review (BAR) work session on the Potomac Yard Metrorail Station design prior to the regularly scheduled BAR hearing on Wednesday, September 4, 2019. Potomac Yard Contractors will be on hand answer questions from the public about the station design. The public can also take virtual tours of the station design prior to this meeting via the links below.                                   August 16, 2019 Update

                                  Potomac Yard Constructors (PYC) continues to establish an on-site operations hub:

                                  •  The office trailers site and access road grading is complete; 
                                  •  Fence wraps are in place; and, 
                                  •  Installation of office trailer utilities continues.

                                  Upcoming on-site work will include:

                                  •  Construction of an AC switchgear building;
                                  •  Installation of utilities under WMATA tracks; and,
                                  •  Documentation of existing conditions.


                                  Noise Variance Permit Issued

                                  A Noise Variance Permit has been issued to PYC for the installation of cable and utilities under the existing WMATA tracks. This permit is valid from August 13 until September 12, 2019, and allows for work between 7 a.m. and 7 p.m., Monday through Sunday. Excavators, rollers, loaders, and other tools will be in use on site. Per the permit conditions, PYC is required to provide advance notice of this work to all residents located within 300 yards of the site.
