On October 1, City Manager James K. Hartmann wrote a letter to David T. Lawson of the Norfolk Southern Corporation, in response to the company’s failure to inform the City Fire Department about an ethanol spill on September 29 at the Ethanol Transloading Facility. In his letter, the City Manager requested that Norfolk Southern establish a protocol in which the Alexandria Fire Department’s Emergency 911 Communications is notified of all ethanol-related incidents that occur within the City.
The City received a reply from William A. Galanko, Vice President of Norfolk Southern’s Law Department, on October 2, confirming that a contact with the City Fire Communications center has been added to the Emergency Response and Spill Control Plan. However, Galanko maintains the appropriate number to be used for the contact is 703.838.4660, the Fire Department’s non-emergency number.
In an October 5 reply, City Manager Hartmann reiterated his request that the protocol require Norfolk Southern to contact the Fire Department’s Emergency 911 Communications in the event of any ethanol-related incident within the City.
On October 30, the Norfolk Southern Corporation declined the City of Alexandria's request that they contact the Alexandria Fire Department's 911 call center for any ethanol related spill at the Norfolk Southern Ethanol Transloading facility.
