Focus on listening to the needs of our customers and providing timely and responsive service at all levels of the organization.

Use data-driven decision-making to align our work with the City’s Strategic Plan and annual Budget Process.

Ensure that all our work is in alignment with the City’s Eco- City Charter and Environmental Action Plan 2030, which promotes and implements environmental responsibility.

Bill oversees the City’s infrastructure and environmental quality programs, including Chesapeake Bay, Erosion and Sediment Control, MS4 (stormwater) and regulatory responsibilities and permitting for the City’s Combined Sewer System.
