If you are a developer, GO Alex welcomes you to Alexandria. One of the City’s advantages is its accessibility to transportation options. Be it transit, walking, biking, micromobility, or any of the other options, the City makes it easy for workers, visitors and residents to get to and from your site.
A Transportation Management Plan (TMP) helps keep Alexandria attractive and keeps your property values higher than peer jurisdictions. These are requirements to put money aside for transportation improvements, and then survey people enjoying their properties about their transportation choices.
Developers
Most developments over a certain size need to file a Transportation Management Plan (TMP) with the City. This is done as part of the development review process. Size limits, rates, and actions are listed in the below.
In general, TMPs have two requirements:
- Annual survey of occupants. This survey will be provided to TMP coordinators by City staff and asks how occupants use Alexandria’s transportation options. Occupants can include on-site workers, residents, visitors, or anyone else regularly visiting the site.
- Payment of TMP funds. Smaller properties make the payment directly to the City. Larger properties hold the payment in escrow and spend on transportation improvements.
Property Managers
Property managers are responsible for maintaining their property's TMP. In general, TMP coordinators have the following requirements:
- A financial report, a template of which can be found here.
- Spending TMP funds. Approved uses can be found here.
Failure to comply with TMP requirements or working to actively bring your TMP into compliance may result in civil penalties and administrative holds on all future modifications to a special use permit.
