Question: Are there any opportunities for efficiencies in joining the ACPS contract security officer contract, or other City security contracts, to incorporate coverage for the library security needs? Are there certain peak hours of coverage that could be identified for coverage at the library that could be covered and absorbed into existing security contracts held by other agencies or City departments? (Councilwoman Bagley)

Response:

The Library, General Services, and the Alexandria City Public Schools (ACPS) pay similar rates depending on the level of service, and since the service is paid by the hour, there do not appear to be opportunities for efficiency gains by combining services. The Library currently has a separate security contract from the Department of General Services. In FY24, they allocated $69,737 for 2,789 hours of service, which is approximately $25.00 hourly. General Services contract supports the Police Department Headquarters, City Hall, and the Mark Center, with an hourly rate of $26.57- $37.00. That rate changes depending on if guards are armed or unarmed.  ACPS also has a separate contract for guards that pays $26.60 hourly and employs guards only when school’s security staff has vacant positions or out on leave. Utilizing the General Services contracting services could result in a possible increase of $4,366 to $33,468 annually for the library.
