Early in the FY 2024 budget development process, the City Manager and the Office of Management and Budget instructed departments to develop expenditure reduction options of either 1.5% or 2.0% of FY 2023 General Fund budgets. A total of $4.6 million of submitted reductions, efficiencies and cost recovery options were included in the proposed budget. The attached list includes $3.0 million in reduction options that were considered but not included in the FY 2024 Proposed Budget (Attachment 1).
All reduction proposals were reviewed by the Office of Management & Budget (OMB) and the City Manager’s Office. In many cases, the items on this list were not selected because they represent priority programs or services or if the reductions were taken would provide significant service reductions to the community or increase pressures on other City services. OMB also collaborated with Departments to identify alternative budget reductions based on prior year underspending to avoid reductions that would result in a service reduction to the community.
