Attachment 1 included with this response lists all projects with Federal funds within the initial five-year time frame of the Proposed CIP (FY 2026 – FY 2030). For each project, it is indicated if the Federal funds have either been: adopted; obligated; signed grant agreement executed; or, funding not yet received.
Adopted funds represent the initial phase where the federal agency formally incorporates the City’s grant award into its internal budget processes for financial planning. This signifies the agency's official decision to allocate these funds to the City for a particular purpose and in a specific year or timeframe. It's an internal acknowledgment and approval within the federal agency's financial framework that the grant funding is ready to be obligated for the City. This adoption of funds serves as a necessary preliminary step before the subsequent legal commitment can be established.
Obligated funds mark the subsequent stage to adoption where the federal agency legally binds itself to provide the grant funding to the City. This legal commitment is solidified through the formal signing of a grant agreement and its associated contract appendices by both parties. This agreement details the specific guidelines that the City must adhere to in its utilization of the grant funding and explicitly outlines the permissible activities for which the City can expend these obligated federal funds.
