Question: When was the RPCA resource allocation plan last updated? What would be involved in terms of staffing and funding to review that plan? (Vice Mayor Bagley)
Response:
The RPCA Resource Allocation and Cost Recovery Policy was last updated and adopted by City Council in June 2019.
Since that time, RPCA initiated a comprehensive review of the process. From November 2024 through January 2025, RPCA conducted six community meetings and focus groups, along with an online survey of more than 500 community members, to reassess service tiers using the established methodology. The recommendations from this review are available online (https://www.alexandriava.gov/recreation-programs/resource-allocation-cost-recovery ).
In January and February 2026, RPCA shared findings with the public, solicited additional feedback, and presented them to the Park and Recreation Commission, including a public hearing on February 19, 2026. The community engagement process recently concluded and staff is now reviewing the feedback from the community. Once the recommendations are finalized, staff will share the findings and recommended updates with City Council for consideration.
The recent review was completed using existing staff resources, supported by cross departmental coordination and community engagement efforts. No additional funding was required. Future updates could be completed similarly with internal staff, though the scope and timeline would determine whether additional resources or consultant support may be needed.
