Project Description
Phase two of the Windmill Hill Park Project will focus on the west side of Windmill Hill Park adjacent to the Wilkes Street Tunnel and Wilkes Street right-of-way. Anticipated improvements include park accessibility, renovations to the existing playgrounds in compliance with current playground safety standards, improvements to the turf areas, the addition of an irrigation system, stabilization of the slope north of the playground, and creation of on-site bioretention facilities for improved stormwater management.
This project was proposed as part of the Windmill Hill Park Concept Plan approved by City Council in April 2003. Phase one – the Windmill Hill Park Shoreline project was completed in 2018.

Project Updates
- April 2025
- The dates for the spring playground maintenance are confirmed for April 22 - May 5, weather permitting. The playground will be closed during this time. The work will include equipment cleaning and refurbishing.
- The Department of Recreation, Parks and Cultural Activities will perform additional play equipment repairs and maintenance Spring 2025. New mulch surfacing was installed in March. Refurbishment of weathered metal play equipment surfaces are planned for this spring, weather permitting. The playground may be closed for several days to complete the refurbishment.
- December 2024
- In August, the Department of Recreation, Parks and Cultural Activities completed initial repairs to the playground equipment. Additional repairs are scheduled for Spring 2025.
