Budget Question # 52: Do we have any data on the eviction rate for CY2021 (p. 13.35) and the costs and viability of continuing to fund eviction relief programs after ARPA funding is exhausted? (Councilwoman Bagley)

Response:

Response:

With the current ARPA-funded eviction prevention supports, the rate of eviction for low and moderate-income residents has been reduced. The eviction rate for CY 2021 was 0.8%. Eviction prevention is most effective with a combination of housing counseling, legal assistance, emergency rental assistance, and other supportive services. The approximate cost to continue eviction prevention programs/supports is approximately $570,000 annually. This includes the following:

Housing Justice Attorney - $100,000

Housing Relocators (2) - $180,000

Service and Count Navigators - $190,000

Data Analyst - $100,000

There is no identified funding source beyond ARPA. However, the team will seek funding to maintain the structure and supports that align and achieve the City’s strategic plan goals in future budgets.
