Statement by Alexandria Chief of Police Tarrick McGuire on the Determination of In-Custody Death of Mr. Allan Tucker II

Critical incidents profoundly affect our community and all those involved. Any loss of life is tragic, and as Police Chief, I recognize the deep grief experienced by those affected. The Commonwealth’s Attorney completed an independent legal review of this incident, which included a review of the investigation conducted by the Northern Virginia Critical Incident Response Team (CIRT) and a review of the cause of death as established by the Office of the Chief Medical Examiner. Both the CIRT investigation and the finding by the Commonwealth Attorney concluded that Alexandria police officers did not use or attempt to use force likely to cause death or serious injury, and the Office of the Chief Medical Examiner determined the death was accidental. As part of the City’s commitment to transparency, the Office of the Independent Policing Auditor is conducting an independent review of this matter. The Alexandria Police Department continues to fully cooperate and provide all requested information in support of that review. APD remains firmly committed to accountability, ongoing evaluation of its practices, and maintaining the trust of the Alexandria community.
