City of Alexandria Labor Relations Administrator: Notice of Election

Pursuant to the City of Alexandria Collective Bargaining Ordinance, Section 2-5-75:

PURPOSE OF ELECTION: This election is to determine the representative, if any, desired by the eligible employees in the professional bargaining unit for the purpose of collective bargaining with the City of Alexandria. A majority of the valid ballots cast will determine the results of the election.

SECRET BALLOT: The election will be by secret ballot under the supervision of the Labor Relations Administrator (“LRA”). The LRA is supervising the work of BallotPoint Election Services, a third-party vendor, to conduct the secret ballot election by U.S. mail.

DATE: The election period is 29 days, beginning on or about February 2, 2026, and concluding on March 2, 2026. In order for a ballot to be counted, it must be returned and received by U.S. Mail in accordance with the voting notice and instructions by 3:00 PM on March 2, 2026.

It is strongly suggested that those wishing to vote mail their return ballot immediately after receipt to facilitate delivery prior to the deadline.

REPLACEMENT BALLOTS: Any eligible voter who has not received their ballot by February 10, 2026, should first check to ensure their correct address is in the City system and make any necessary changes. The eligible voter should then email the LRA with their address and request a replacement ballot. The LRA will check the address with the City. No ballots may be mailed to an address other than that in the City system. Eligible voters who need to request a replacement ballot because their original ballot was damaged should follow the same steps described above.

Replacement ballots must be requested no later than 12:00 PM on February 17, 2026.

 

VOTING INSTRUCTIONS: The election is being conducted by paper ballot, through BallotPoint Election Services. On or about February 2, 2026, each eligible voter will be mailed a voting kit to the address in the City system. The voting kit will consist of a paper ballot, voting instructions, and a postage paid, pre-addressed return envelope to return the ballot to BallotPoint.

  • The question on the ballot shall be:
    • Do you wish to be exclusively represented for the purpose of collective bargaining by: American Federation of State, County and Municipal Employees, District Council 20, Local 3001
      • YES

        OR

      • No Representation
        NO

After reading the voting instructions on the enclosed ballot, voters will completely fill in the circle next to their selection, preferably with a black permanent marker; black or blue ink pens are acceptable. Do Not Use Pencil.

It is important to note: signing the ballot will invalidate the ballot. Marks made outside the circles may invalidate the ballot. Marking more than one selection will invalidate the ballot.

Once the selection is made, voters will place the marked ballot inside the enclosed return envelope and seal it. Do not include any other material inside the return envelope.

Print your name and address in the space provided in the upper-left of the front of the return envelope.

Mail the sealed return envelope

Voters are encouraged to immediately vote and return their ballot in the enclosed return envelope.

Ballots received after 3:00 PM Pacific Time on March 2, 2026 will not be counted. Ballots not returned in the provided return envelope will not be counted. Ballots must be returned by US Mail to be counted. Hand-delivered ballots will not be counted.

 

TALLY OF BALLOTS: On or about March 3, 2026, the ballots will be tallied by BallotPoint Election Services, the third-party election provider, under the virtual supervision of the LRA with up to nine observers designated by each party. BallotPoint Election Services will furnish a Tally of Ballots to the LRA, who will forward the results to the parties to the election. The election results will also be posted by the City. No earlier than 7 days following the completion of the tally of ballots, the LRA will certify the election results in accordance with the CBO and LRA Rules.
