The current total budget for the Waterfront Flood Mitigation Project is as follows:
*Note: This includes ~$3M of anticipated funding from the 2025 DCR CFPF Fund Grant Round 6. A notification of award was received in late 2025 and a final grant agreement is anticipated in Spring/Summer 2026.
On March 24, 2026, City Council was presented with alternative options for this project in light of National Park Service’s determination that a pump station would not be a permissible use at Waterfront Park and would not consent to a deed modification to support a pump station.
The recommended option, Option 3, would provide an enhanced gravity-storm sewer system, eliminate the pump station, and could include deferring improvements to Point Lumley Park and/or the Point Lumley bulkhead. Additional engineering and evaluation costs will continue to work towards scoping the project to the approved funding. The cost estimates provided below for Option 3 are at concept-level, and are provided as ranges:
