ALEXANDRIA, VA – The Alexandria Police Department (APD) has arrested a man suspected of a series of indecent exposure incidents that occurred over two months in the Del Ray, Rosemont, and North Ridge neighborhoods. On August 12, APD officers arrested Marc Westbrooks, 29, whose last known address is in Washington, D.C., following a Grand Jury indictment.

Westbrooks, a known sex offender, is charged with 10 misdemeanor counts, including:

  • Four counts of Indecent Exposure
  • Six counts of Simulated Masturbation with the Intent to Be Seen

Detectives reviewed hours of surveillance video, interviewed numerous victims and witnesses, and worked closely with the Office of the Commonwealth’s Attorney. The charges reflect the highest penalty allowed by law under the Code of Virginia for these offenses; there were no applicable felony statutes, and the decision to charge misdemeanors was not discretionary.

“I applaud the efforts of the Commonwealth’s Attorney’s Office in presenting the indictment and the commitment of APD’s Criminal Investigations Bureau,” said Tarrick McGuire, Alexandria Police Chief.

“The heinous nature of this crime has shocked the conscience of our community. Yet under current law, it remains a low-level misdemeanor and a clear threat to public safety, especially with those who have predatory criminal histories. This case underscores the urgent need for legislative review of the law to ensure the penalties for such offenses reflect their serious impact on victims and our community.”
