Ingram Convicted of Pandering and Sex Trafficking

On February 28, 2025, the Office of the Commonwealth’s Attorney obtained a conviction for Pandering and Sex Trafficking against the defendant, Orayl Ingram, a 32-year-old Alexandria resident. The defendant was convicted of two felonies, Pandering and Sex Trafficking. The matter was prosecuted by Assistant Commonwealth’s Attorneys Harsh Voruganti and Alyssa Rumbuc. Alexandria Police Detective Jonathan Brevard investigated the offense. On March 3, 2024, members of the Alexandria Police Department made contact with the victim in the case who reported that the defendant was trafficking her out of an apartment in the City of Alexandria.
She reported that the defendant, her boyfriend at the time, pushed her to engage in prostitution and required her to provide him with her earnings. The victim related that, over the course of approximately 6 months and at the defendant’s request, she engaged in multiple weekly sexual encounters. The victim was typically paid cash, which she then gave to the defendant. She related that the defendant handled all communications and arrangements with the prospective customers. The defendant was on federal probation and monitoring at the time of the offenses, and his access to electronic devices was limited as a condition of his probation.
A mobile device registered to the victim but recovered from the defendant’s person at the time of his arrest showed evidence of communications with prostitution customers as well as draft advertisements for sexual services. These ads matched similar ads found on websites for prostitution and trafficking.
The sentencing hearing in this matter will be held on June 5, 2025. Both offenses carry a maximum penalty of 10 years in prison, for a total maximum penalty of 20 years in prison. The defendant is incarcerated without bail at the William G. Truesdale Adult Detention Center pending the sentencing hearing.
