Housing Alexandria Announces Release of Application for Cardinal Path (Seminary Road) Homes on July 15

Housing Alexandria will release their application for 31 two- and three-bedroom townhomes for the Cardinal Path homeownership community (formally called the Seminary Road project) on Tuesday, July 15, at 9 a.m. To receive an application on July 15, prospective applicants must first fill out and submit this screening form. 

Selection Process:

Qualified applicants who submit a complete application to purchase a home at Cardinal Path by 11:59 p.m. on July 15, the first day the application becomes available, will be placed in a lottery pool. Provided there are still homes available after the lottery drawing, households who submit their application after July 15 will be selected on a first-come, first-served basis. Prospective applicants can review Housing Alexandria’s Application Guide which provides an overview of the application process, questions to expect, and documents to prepare. Applicants are strongly encouraged to submit their applications earlier in the day on July 15 to avoid any last-minute technical issues. Applications received on July 16 will not be entered into the lottery. 

Units:

Housing Alexandria’s Cardinal Path project is expected to deliver 16 two-bedroom and 15 three-bedroom townhomes between September 2025 and January 2026. 

The townhomes will be priced as follows: 

  • 2 Bedroom/2 Bath 16’-wide Townhome (with 2-car tandem garage parking): $365,000 ($390/month condominium fee)
  • 3 Bedroom/2 Bath 20’-wide Townhome (with 2-car parallel garage parking): $395,000 ($390/month condominium fee)

Eligibility:

To qualify for the program, prospective applicants must:

  1. work or live in the City of Alexandria, Virginia;
  2. not have owned a home in the last three years;
  3. have a total household income (before taxes) at or below 80% of the area median income (which ranges from $91,840 to $152,160 for a household of one to six, respectively);
  4. complete the screening form; and
  5. complete the required trainings (described below).

Required Training:

  1. Prospective applicants must attend a Housing Alexandria’s Shared Equity Homeownership Program orientation prior to applying. The last orientation before the full application is released will be on July 1 at 7 p.m.; registration is required.
  2. Homebuyer education classes held by Virginia Housing are required for City assistance and Cardinal Path applications. A calendar of upcoming homebuyer education classes is available on Virginia Housing's webpage. Virtual classes are also offered. The classes are free, however, registration is required.

Downpayment and Closing Cost Assistance:

Housing Alexandria will provide $8,000 in closing cost assistance to each selected homebuyer household. Households may also be eligible for the City’s Flexible Homeownership Assistance Program to assist with down payment and closing costs. Applicants will not need to apply for City assistance separately. Once found eligible through Housing Alexandria, applications will be reviewed by the Office of Housing for assistance eligibility.
