Welcome!
The Department of Project Implementation, often referred to as DPI, is a team of project managers, construction inspectors, and project controls support staff responsible for the delivery of the City’s portfolio of capital infrastructure projects. Our team includes licensed engineers and landscape architects who have the technical background and expertise to lead the implementation of projects involving City roadways, transit infrastructure, parks, stormwater, sanitary sewer, fiber optic, environmental mitigation, and historic facilities.
As the City’s project management organization, we lead the City’s effort to promote project management excellence in delivery of all capital projects. We are committed to being sound stewards of the public’s trust.

Terry Suehr is the Director of the Department of Project Implementation. She joined the City of Alexandria in 2019, after over two decades of experience designing and managing public and private infrastructure projects. Her expertise includes project and program management; site, stormwater, and utility design; design-build project delivery; and multi-discipline team leadership. Suehr earned a Bachelor of Science degree in civil engineering from the United States Coast Guard Academy. She is a licensed professional engineer and credentialed as a Project Management Professional by the Project Management Institute and as a Design-Build Professional by the Design-Build Institute of America.
Rami Chehade, CCM

Rami Chehade is the Deputy Director of the Department of Project Implementation. He has over 18 years of experience delivering and managing local, state, and federal infrastructure projects, including public-private partnerships (P3) and design-build projects. Rami’s expertise encompasses all aspects of heavy highway construction; facilities construction and renovation; as well as the operation and maintenance of horizontal and vertical infrastructure and assets. He holds a master’s degree in civil engineering from the Pennsylvania State University and is a licensed civil engineer in Virginia, Maryland, the District of Columbia, Louisiana, and Puerto Rico. He is also a Certified Construction Manager (CCM).

Daphne Kott is the Project Director for the Department of Project Implementation. She came to the City in 2008, after serving as a design engineer and project manager in the private sector for several years. Daphne serves as a portfolio manager for the City’s traffic, transit, and transportation planning capital improvement projects. She holds a bachelor’s degree in Civil Engineering. Kott is a professional engineer, certified construction manager, and a LEED BD+C professional.

Tafesse Gyes

Tafesse Gyes is a Portfolio Manager in the Department of Project Implementation. He has been with the City of Alexandria since April 2006, during which time he managed the design and construction of several CIP projects. Tafesse has worked as Construction Inspector, Project Manager, Construction Division Chief, and Portfolio Manager. He holds a bachelor’s degree in Civil Engineering and is a licensed Professional Engineer in the states of Virginia and Maryland. He is also a Certified Construction Manager.

Matthew Landes is a Portfolio Manager in the Department of Project Implementation. He is a Licensed Landscape Architect, Certified Construction Manager, and Certified Arborist. Landes serves as the City's Waterfront Implementation Program Manager, Waterfront Flood Mitigation Project Manager, and is the Portfolio Manager for Department of Recreation, Parks and Cultural Activities and Office of Historic Alexandria projects. Landes started with the City in 2015 as a Principal Planner and Landscape Architect after practicing in the private sector with a special focus on Green Infrastructure, Low Impact Development strategies, and secure site design.

Dan Medina, PhD, PE

Dan Medina is the Stormwater Program Manager in the Department of Project Implementation. He leads the flood mitigation activities of the Flood Action Alexandria program. Medina joined the City staff in 2021 after 30 years of engineering consulting in the private sector in a wide array of water resources areas, especially in urban water issues including flood risk management. He obtained his Civil Engineering degree from Universidad de los Andes, Bogotá, Colombia and obtained a PhD from Cornell University.

Lisa Robrahn

Lisa Robrahn is the Project Controls Manager for the Department of Project Implementation. She has been with the city since 2012 and worked in the areas of finance, budget, and grants management. She holds a bachelor’s degree in Management. She supervises the Project Controls team and provides oversight for DPI’s budget, finance, human resources, and information technology internal operations.
