Reconvening of the Ad Hoc Combined Sewer System Plan Stakeholder Group
On June 13, 2017, Alexandria City Council approved a resolution to reconvene the Ad Hoc Combined Sewer System Plan Stakeholder Group to assist in monitoring the development of the Long Term Control Plan Update for the City of Alexandria’s combined sewer system. The Stakeholder Group met from October 2017 to April 2018 and provided input on a final recommended plan to the Virginia Department of Environmental Quality (VDEQ), including considerations on the City’s costs, meeting environmental goals, and minimizing impact on the community.
The Stakeholder Group consisted of 14 members appointed by the City Manager. The following members were appointed to the group:
- Ivy Whitlatch, Alexandria Archaeological Commission
- Agnes Artemel, At-large member representing Tobacco Quay/Oronoco Waterfront Residences/Rivergate Townhomes
- Kate Mackenzie, At-large member representing Porto Vecchio/Bridgeyard Apartments
- Skip Maginniss (Chair), Budget and Fiscal Affairs Advisory Committee (BFAAC)
- Andrew Duncan, Chamber of Commerce
- Jack Sullivan, Citywide At-large
- Lauren Glose, Citywide At-large
- Dixie Sommers, Environmental Advocacy At-large (Friends of Dyke Marsh)

The Long Term Control Plan Update is required by VDEQ to meet new legislation passed by the General Assembly and signed by the Governor in April 2017. The Stakeholder Group was reconvened to assist City staff as developed a Long Term Control Plan Update for the Combined Sewer System to meet the new law.
April 6 2018 Meeting
A subcommittee of the CSS Stakeholder Group met on Friday April 6, 2018 to finalize the Stakeholder Group's Memo that was submitted to City Council with their recommendations and input for meeting the 2017 CSO legislation.

Establishment of the Ad Hoc Combined Sewer System Plan Stakeholder Group
On June 23, 2015, Alexandria City Council approved a resolution to establish an Ad Hoc Combined Sewer System Plan Stakeholder Group (Stakeholder Group) to assist in monitoring the development of the Long Term Control Plan Update for the City's combined sewer system. This Long Term Control Plan Update is required by the Virginia Department of Environmental Quality (VDEQ) to meet new permit requirements and is due to VDEQ by August 23, 2016. The Stakeholder Group provided input to staff on a proposed recommended plan to VDEQ, including considerations on the City's budget, meeting environmental goals, and minimizing impacts to the community. The Stakeholder Group convened its final meeting on Thursday April 7, 2016 at 7:00 PM. Following the final meeting, the Stakeholder Group submitted a memorandum to the Mayor and members of City Council summarizing their input during the development on the Long Term Control Plan Update and recommendations for moving forward.
