City Council Subcommittee on Civilian Oversight Ordinance Revisions
Background
At its public hearing on Saturday, January 25, 2025, the City Council considered ordinances for the Independent Policing Auditor and Independent Community Policing Review Board. The City Council unanimously disapproved of the ordinances as adopted on first reading on November 12, 2024, and directed staff to bring back revised ordinances consistent with the Council’s direction. City Council adopted a resolution authorizing the creation of a City Council subcommittee comprised of Vice-Mayor Bagley and Councilman Aguirre to study and propose revisions to the ordinances for the Independent Community Police Review Board and the Independent Policing Auditor/Investigator.
Purpose
The Subcommittee on Civilian Oversight Ordinance Revisions will hold a series of three meetings with City staff to review and discuss outstanding issues in the proposed ordinances for the Independent Community Police Review Board and Independent Policing Auditor. The Committee will clarify the Board and AIPA's authority during administrative investigations. The Committee will compile a report and present its recommendations for adoption by the full Council in the spring.
Timeline
The Subcommittee will hold in-person meetings in February and March before returning to full Council in April with recommendations:
- February 26, 2025, at 5 p.m.
- March 12, 2025, at 5 p.m.
- March 18, 2025, at 4 or 5 p.m.
Meetings will be held at City Hall, 301 King Street, 3rd floor, Conference Room 3008
