Pitt and Gibbon Combined Sewer Surcharging Mitigation
Project Summary
Phase: Planning
Status: Active
Location: Old Town
Managing Dept.: Project Implementation
Sponsor Dept.: Transportation & Environmental Services
Project Description
Residents near the intersection of Pitt and Gibbon have experienced flooding during intense rainfall events. In 2005, City of Alexandria implemented the Tanyard Ditch Storm Sewer Flood Relief Project, which involved the installation of a separate storm sewer in the project area. This project helped relieve the combined sewer system and mitigate flooding for frequent storm events. However, residents in this area still experience flooding during more intense storms. The Pitt and Gibbon Combined Sewer Surcharging Mitigation project aims to increase capacity of the existing combined sewer system to alleviate flooding for these larger (10-year design) storms.

Planning
The City of Alexandria is currently in the planning stage of a second phase of improvement for this area. This project aims to provide additional relief for larger storm events (10-year storm event). An investigation completed in 2022 included watershed modeling and evaluation of several potential infrastructure solutions.
After evaluating these options, the City found that site conditions make major construction solutions ineffective for reducing flooding. The City is instead focusing on property-level floodproofing to help residents better protect their homes and is also investigating ways to supplement the existing Flood Mitigation Grant Program to further support these efforts.
