The Mount Vernon Dual Corrugated Metal Pipe (CMP) Culvert Improvement project aims to mitigate localized flooding by upgrading the storm sewer system in the vicinity of Mount Vernon Avenue, Edison Street, and W. Reed Avenue (as shown in the project vicinity map above). The main work includes the improvement of the CMP pipes, improving flow through the pipes, and relocating storm drain inlets. Other work may include shifting the storm sewers coming from Mount Vernon Avenue to a more suitable position between two buildings between Mount Vernon Avenue and Edison Street.

The City of Alexandria is experiencing more frequent and severe flash flooding from extreme precipitation events that have occurred more frequently in the last few years. These flash flood events damage residential and commercial properties, impact critical assets, and cause day-to-day disruptions and economic losses. The City is implementing resilient stormwater system upgrades informed by the City of Alexandria Storm Sewer Capacity Analysis (CASSCA) and neighborhood investigations, as well as making spot improvements to high-priority flood risk areas, along with accelerated frequent operations and maintenance under the Flood Action Alexandria program.

City staff reviewed the 90% design plans for the Mount Vernon Dual Culverts Replacement Project and provided design comments earlier this fall. As part of the design progress, it was determined that north culvert needs to be cured-in-place using polyethylene technology and rehabilitation of the other culvert. Subsequently, City held a review meeting on December 10, 2025 discussing comments and how plans will be revised. The City also discussed a need for right of entry agreement regarding access to portion of project area for which the City does not have an easement. 

In parallel with the design progress, the City team conducted the first community meeting with residents, businesses and other stakeholders in the project area. The meeting was held on November 3, 2025, at the Leonard “Chick” Armstrong Recreation Center. The City team presented an overview of the project’s goals, design plans, anticipated construction impacts, and the project schedule. The meeting also answered community questions.
