Project Description
The Old Town North Rehabilitation - Small Diameter Sewers, Laterals, and Manholes project provides for inspection and rehabilitation of manholes in the City’s Old Town/Combined Sewer System area as well as rehabilitation of small diameter (24 inches and below) sewer mains and laterals in the Old Town North area that extends from the north end of Old Town to Princess St. The work is being done as part of the City's Combined Sewer Assessment and Rehabilitation program to preserve the integrity and extend the useful life of the sewer system.
The project consists of three phases, with the planning/ inspection phase to be completed by spring 2026. The design and construction phases are anticipated to begin summer 2026 and early 2027, respectively.

Total Budget: 13,158,700
- Planning: $7,023,700 (including inspection of large diameter sewer mains in Old Town as well as small diameter (24 inches and below) sewer mains and City-owned portions of laterals in Old Town South to be rehabilitated under separate CIP projects)
- Design: $225,000
- Construction: $5,910,000
Funding Breakdown
This project is funding using Sanitary Sewer enterprise Fund Revenues and is programmed in theCity's Capital Improvement Program.

Planning Phase
- Field Inspection/ Condition Assessment - Inspected small diameter sewer mains and structures, (manholes, inlets, and catch basins) using pole camera and CCTV camera per National Association of Sewer Service Companies (NASSCO) guidelines to document structural and operation and maintenance (O&M) conditions of each asset.
- Rehabilitation Recommendation - Reviewed inspection reports and photos to determine sewer assets requiring rehabilitation and proper rehabilitation technology.
- Cost Estimate - A planning level cost estimate was performed for design and construction services.
Public notification (project sign and door hangar) of the inspection work was conducted throughout the planning phase.
