Project Description
This project involves the replacement of approximately 92 linear feet of existing 6-inch sanitary sewer and 2 linear feet of existing 8-inch sanitary sewer located on Strand Street between King Street and Wales Alley. The sewer segments were evaluated through CCTV inspection records and determined to be in poor structural condition. Based on the observed defects and pipe condition, full replacement is required to restore structural integrity, maintain reliable sewer service, and extend the useful life of the sanitary sewer system.
The planning phase has been completed, and the project will proceed through the design and construction phases. Design is anticipated to begin in late 2026, with construction expected to begin early 2027.

Total Budget: $650,000
Planning: $0 (Sewer inspection was completed as part of the Old Town Condition Assessment Project.)
Design: $140,000
Construction (Including CMI and Construction Contingency): $510,000
Funding Breakdown
This project is funded using Sanitary Sewer Enterprise Fund revenues and is programmed in the City's Capital Improvement Program.
Project Schedule
- Planning: May 2024 - June 2026 (25 months) (The project was initially part of Waterfront Plan but is now separate)
- Design: July 2026 - June 2027 (12 months)
- Construction: July 2027 - June2028 (12 months) - Includes time for ITB preparation and contract award
Planning Phase
- Condition Assessment – Inspected two sanitary sewer segments at this area using CCTV camera per NASSCO (National Association of Sewer Service Companies) guidelines to document internal structural and operation and maintenance (O&M) conditions.
- Replacement Recommendation – Reviewed inspection reports and photos and it was determined that the two sewer segments at King/Strand were at a risk of failure and were proposed for replacement.
- Cost Estimate – a planning level cost estimate was performed for design and construction services.
