King and Strand Sanitary Sewer Replacement Project
Project Summary
Current Phase: Planning
Sponsor Project Manager: Dung (Young) Huynh, Department of Transportation and Environmental Services
Managing Project Manager: Lindsay Burleigh, Department of Project Implementation
Project Description
This project replaces 94 feet of existing 6-inch and 8-inch sanitary sewer on Strand Street between King Street and Wales Alley. The two sewer lines are in poor structural condition based on CCTV records. The pipe condition is impossible to repair by lining and requires replacement.
Initially, the City was planning to use the on-call contractors which would require minimal design. Because of the proximity of these sewer lines to the Waterfront Project, senior City staff instead decided to incorporate this project into the Waterfront Project. Until the project is fully absorbed into the Waterfront Project, the project status will be on hold.

Planning Overview
- Condition Assessment – Inspected two sanitary sewer segments at this area using CCTV camera per NASSCO (National Association of Sewer Service Companies) guidelines to document internal structural and operation and maintenance (O&M) conditions.
- Replacement Recommendation – Reviewed inspection reports and photos and it was determined that the two sewer segments at King/Strand were at a risk of failure and were proposed for replacement.
- Cost Estimate – a planning level cost estimate was performed for design and construction services.
