James Marx All Veterans Park Improvements
Project Information
All Veterans Memorial Park (4725 Duke St)
The park, located in the West End of Alexandria, features a memorial, a multi-use trail, a dog exercise area, a park shelter, picnic spots, a playground, and a natural area. Anticipated improvements include recommendations from the 2014 Citywide Park Plan for Holmes Run Park.
In 2013, efforts to enhance Holmes Run Park began by seeking community input on desired improvements. In 2014, the Parks and Recreation Commission approved several recommendations. While all of these items have been endorsed, the current funding will only cover initial planning studies to prepare for future design work.
- Remove invasive species & create open viewsheds throughout the park for safety & ecological health.
- Connect James Marx All Veterans Park with Holmes Run trail circulation & Duke Street Dog Park.
- Modify James Marx All Veterans Park to provide enhanced visibility & passive park use.
- Move the James Marx memorial to enhance visibility from the street in conjunction with park modifications.
- Install a bridge to connect James Marx All Veterans Park to Charles Beatley Library.
- Install a stormwater management site with an educational component.

Project Schedule & Process
March 2026: Site survey work to locate all park features was completed in the fall. The survey work to locate utilities is delayed until spring due to weather and poor site conditions. The park will not be closed during survey work and data collection efforts.
October 2025: Site survey work to locate all park features was started in the fall. Additional survey work to locate utilities will be conducted in the winter. The park will not be closed during survey work and data collection efforts.
June 2025: Site utility marking and boundary survey work will be conducted in the park during August and September. The park is not expected to close for these activities.
March 2025: Site utility and topography survey work will be conducted in the park in May and June.
June 2024: Staff initiated the project in the project management system and started collecting site data and conducting a site analysis.
