Alexandria Housing Director to Retire After 20 Years Advancing Affordable Housing
The City of Alexandria announces that Helen S. McIlvaine, Director of the Office of Housing, will retire on April 30, 2026, after 20 years of service advancing affordable housing and community development in Alexandria.
McIlvaine joined the City in 2006 as Deputy Director of Housing and was appointed Director in 2015. During her tenure, she helped shape the City’s long-term housing strategy, leading implementation of the Housing Master Plan and guiding community engagement for the Housing 2040 plan.
“Helen’s dedication and leadership have made a lasting impact on Alexandria,” said City Manager James F. Parajon. “We are grateful for her 20 years of service and wish her all the best in retirement."
McIlvaine oversaw more than a dozen affordable housing development and preservation projects across the city, including the Sansé & Naja mixed-income community, which is expected to begin phased completion in 2026.
Her leadership has expanded and preserved housing opportunities for residents while strengthening partnerships with community organizations and regional agencies.
Beginning May 1, Deputy Director Aspasia Xypolia will serve as Acting Director of Housing.
