Deputy Chief Frank Doyle, Captain Megan Ellzy receive Commission on Professional Credentialing Designations

Alexandria Fire Department Support Services Deputy Chief Frank Doyle and Captain Megan Ellzy have successfully completed international designation processes through the Commission on Professional Credentialing (CPC). Chief Doyle has been recredentialed and received the Chief Fire Officer (CFO) designation, and Captain Ellzy has received the Fire Officer (FO) designation. Chief Doyle is one of 1,766 CFOs, and Captain Ellzy becomes one of only 672 FOs worldwide.

The Designation program is a voluntary program designed to recognize individuals who demonstrate their excellence in seven measured components including experience, education, professional development, professional contributions, association membership, community involvement and technical competence. Additionally, all applicants are required to identify a future professional development plan. The CFO and FO designation programs use a comprehensive peer review model to evaluate candidates seeking the credentials. CPC awards the designations only after an individual successfully meets all the organization’s criteria.

Accreditation Manager Joe Beavan recommends the credentialing process to Fire Department staff and other fire and emergency services professionals who are interested in becoming a more well-rounded Firefighter/EMT.

“The Alexandria Fire Department supports the professional growth of our employees, and we’re excited about Chief Doyle’s and Captain Ellzy’s recent achievements,” Fire/EMS Chief Corey Smedley said. “The professional development and future success of our workforce will be integral to helping us better serve the Alexandria community and achieve our goal of continuous improvement through accreditation.”

Before joining the Alexandria Fire Department in 2022, Chief Doyle began his career with the Montgomery County Fire & Rescue Service in 1994. He also has more than 35 years of volunteer fire service experience with departments in Maryland and Pennsylvania. Chief Doyle has earned additional certifications as a Fire Service Instructor, Emergency Medical Technician, FEMA Urban Search and Rescue Safety Officer and FEMA Urban Search and Rescue Structural Collapse Technician. He earned an associate degree in fire science from Montgomery College in 1993 before receiving bachelor’s and master’s degrees in management from Johns Hopkins University in 2010 and 2011 respectively.

Captain Ellzy began her career with the Alexandria Fire Department in 2011. Over the past 12 years, she has served as a board member, vice president and president of IAFF Local 2141. She has also dedicated her time and experience as the physical training instructor for two recruit schools and a guest instructor for four recruit schools. Captain Ellzy earned her Bachelor of Science in athletic training from Salisbury University and a Master of Science in exercise, nutrition and eating disorders from George Washington University.
