Alexandria, VA - Yesterday, the Alexandria Police Department (APD) released body-worn camera video footage from the August 15, 2025, in-custody death of Mr. Allan Tucker II. During a press conference, Tarrick McGuire, Alexandria Chief of Police, outlined the facts as we know them based on the video. The names of the APD officers who responded on scene are being withheld at this time due to safety precautions. The primary officers involved are on administrative duty pending the outcome of the ongoing investigations. 

Friday, August 15, 2025, at approximately 5:07 PM, APD officers responded to a call for unknown trouble in the 2800 block of N. Beauregard. Officers responded to an unknown situation. Multiple callers to 911 reported a man running up and down the apartment hallways, screaming and knocking on doors. Officers arrived and located an adult man, later identified as Mr. Allan Tucker II, in the hallway, causing a public disturbance. Officers worked to de-escalate the situation with Mr. Tucker prior to arresting him for public intoxication. He was transported to the Alexandria Adult Detention Center, where he later needed medical assistance. Despite life-saving measures by APD officers, he died at the scene.  

The Office of the Medical Examiner will determine the cause and manner of death. 

 
Chief Tarrick McGuire stated: 

“This past week has been an incredibly difficult time for our police department, our community, and most importantly, for the family of Allan Tucker II. We ask for patience as we navigate this investigation. We are committed to a full and transparent review of this incident. That means following the facts wherever they lead, carefully examining all available evidence, interviewing witnesses, and assessing officer actions in accordance with departmental policy and the law. 

Our department stands by the principles of procedural justice. We are dedicated to taking the necessary and appropriate steps to ensure the investigation is completed thoroughly, fairly, and based solely on the facts.” 

The concurrent investigations active at this time are: 

  1. A critical investigative regional team, known as CIRT, is conducting the criminal investigation as it relates to the death of Mr. Tucker. 

  2. The Office of Professional Responsibility of the Alexandria Police Department is investigating whether officers violated departmental policy. 

  3. The Office of the Independent Police Auditor is conducting an independent investigation and reviewing the evidence in this case. The Independent Police Auditor reports to our Mayor and City Council and works with an established Police Oversight Board, per City ordinance.
