Independent Policing Auditor and Community Police Review Board Begin Oversight of In-Custody Death
The Office of the Independent Policing Auditor (Auditor) and the Independent Community Police Review Board (Board) have initiated independent oversight of the in-custody death that occurred on Friday, August 15, 2025.
In accordance with Alexandria City Code and a Memorandum of Understanding between the Board, the Auditor, and Alexandria Police Department, the Auditor is authorized to independently investigate any case in which a person dies while in police custody. This administrative investigation follows a separate criminal investigation conducted by the multi-jurisdictional Critical Incident Response Team (CIRT) that determines whether the officer(s) committed any criminal wrongdoing. In an administrative review, the Auditor’s Office is authorized to conduct its own independent investigation or monitor the internal investigation conducted by APD’s Office of Professional Responsibility.
Currently, the Auditor’s Office is taking the following actions:
- Conducting an independent investigation into the death of Allan Tucker II.
- Securing timely access to records, body-worn camera footage, and other evidence.
- Reviewing officer history, police reports, and applicable policies.
- Preparing training and materials to support the Board’s forthcoming independent review.
When the Auditor’s investigation concludes, findings and recommendations will be published on the Auditor’s website and presented to the Board. The Board will then hold a public hearing to review the investigation, hear community input, and issue its own report. Both reports, along with public commentary, will be forwarded to City leadership, including the Alexandria City Council and the Chief of Police.
The Independent Policing Auditor and the Community Police Review Board were established by the City Council to ensure residents have a real voice in shaping public safety. Both bodies operate independently of the Police Department and report directly to the City Council. Together, they provide independent oversight of law enforcement and create opportunities for community voices to be a part of the process by offering input on investigative findings, recommendations, and policing in Alexandria.
Information for Public Comment
The Independent Community Police Review Board will hold a public hearing on the Auditor’s investigation during a fall meeting. At this hearing, residents will have the opportunity to provide public comment on the in-custody death investigation. Details will be provided in a follow-up press release and posted on the Board’s website, the Auditor’s website, and the City’s public meeting calendar – please check regularly for updates.
