Alexandria Independent Community Policing Review Board Schedules Public Hearing for June 29

The Independent Community Policing Review Board (“Board”) has scheduled a public hearing for the independent review of the investigation into the in-custody death of Allan Tucker. The public hearing will be held on Monday, June 29, from 6:30 to 9 p.m. at the Del Pepper Community Resource Center City Council Chamber.

The hearing follows the completion and receipt of the administrative investigation conducted by the Office of the Independent Policing Auditor (“Auditor”). Consistent with City ordinance, the Auditor has provided the Board with a final report and supporting documents in preparation for its review.

The Auditor’s report will be released publicly on June 22, 2026, and may be accessed on the Auditor’s website as well as the Board’s website. More information regarding the Auditor’s report will be included in a second public announcement on June 22.  

The purpose of the public hearing is to provide the Board with an opportunity to receive the Auditor’s presentation, hear public comments, and engage in public discussion regarding the investigation and findings. Members of the public may attend and provide public comment in person or virtually.

The hearing will proceed in the following format:  

  • Opening remarks by the Chair of the Board, Deborah Porter
  • Presentation of the Auditor’s investigative report to the Board
  • Public comment
  • Board discussion

Please note that this hearing is intended for public comment only. There will not be a live question-and-answer period during the hearing. Each participant will have three minutes to deliver their feedback. All participants must adhere to the guidelines outlined in the Board’s Public Hearing Rules and Procedures. Community members who fail to comply with the rules and procedures of the meeting may be removed.

Pursuant to City ordinance, after the public hearing, the Board may take one of the following actions:

  • Concur with all or some of the findings and determinations detailed in the Auditor’s investigation report.
  • Advise City Council, the City Manager, the Alexandria Police Department (APD), and the Auditor that the Auditor’s findings are not supported by the information reasonably available to APD and recommend further review, consideration, or action.
  • Advise City Council, the City Manager, APD, and the Auditor that, in the Board’s judgment, the investigation is incomplete and recommend additional investigation.
  • Recommend referral of the complaint to the Commonwealth’s Attorney for the City of Alexandria.

The Board may take action at the public hearing or schedule a follow-up meeting at a later date.
