City of Alexandria Provides Winter Weather Preparedness Information and Resources­­

As temperatures drop and the winter season approaches, the City of Alexandria offers information and resources about snow and ice removal; staying warm and safe; and being prepared for storms.

Snow Removal

Responding to winter weather events is one of the City’s top priorities. City crews clear snow from 561 lane miles of roadway, 20 miles of City-owned walkways and trails, and 44 acres of municipal parking lots or City-owned squares. Snow and ice removal from this large network of streets and sidewalks takes time, hard work, and communication between residents, business owners, and City government. While commuting and travel patterns have significantly changed during the COVID-19 pandemic, it is still important to keep the transportation network clear of snow and ice to allow travel by emergency vehicles.

Here are some important facts about snow removal and winter weather emergencies in Alexandria:

  • Storms are designated with levels based on type and severity, from Level 1 (least severe) to Level 3 (most severe). Storm levels are updated on the City’s website as the weather changes.
  • Roads are plowed by priority. Snow emergency routes are plowed first, followed by secondary routes, intermediate routes, and residential streets. The City’s SnowReport tracking system enables residents to view current roadway conditions.
  • Clearing sidewalks, driveways, and entrances is the responsibility of the adjacent property owner, occupant, community association or business. Time limits for clearing snow are determined by the storm level.
  • The City pretreats select roads with brine when low temperatures or precipitation are possible, but rain is not expected. This preventive anti-icing measure—along with the City’s usual snow and ice prevention and removal techniques—helps keep roads safer.

Residents, businesses, and visitors can do the following things to help snow crews and emergency responders during winter storms and other weather emergencies:

  • Do not park on snow emergency routes.
  • Keep shovels and either salt or sand handy.
  • Avoid shoveling snow into the street.
  • Sign up to become a Snow Buddy and help your neighbors who are unable to shovel snow.
  • Check on neighbors who may need assistance.

Staying Warm

The City offers several warming centers to provide daytime relief from the cold for community members who may not have access to a warm shelter or heating in their homes during the day.

The City’s overnight winter shelter services for individuals and families experiencing homelessness are open in two locations, nightly from 7 pm to 7 am between November 1 and March 31. The winter shelter located at 2355-A Mill Road provides services to single adults, and Carpenter’s Shelter, located at 930 N. Henry St., provides services to families only.

Staying Safe

Don’t let winter weather take you by surprise. There are a variety of actions to take to stay safe:

  • Stay off the roads in the event of snow or ice.
  • Prepare an emergency kit and have an emergency plan in place.
  • Clear ice, snow, and leaves from around fire hydrants and storm drains.
  • Heating equipment is a leading cause of home fire deaths, according to the National Fire Prevention Association (NFPA). Half of home heating equipment fires are reported during the months of December, January, and February. Learn more about steps you can take to prevent most heating-related fires from happening.

  • Las vías se limpian según su prioridad. Primero se limpian las vías que se utilizan para atender emergencias por nieve, seguidas de las vías secundarias, las vías intermedias y las calles residenciales. El sistema de seguimiento SnowReport permite a los residentes ver las condiciones de las calles.
  • Despejar las aceras, vías de ingreso y entradas es responsabilidad de los dueños de la propiedad adyacente, los ocupantes, la asociación comunitaria o la empresa. Los plazos para despejar la nieve se determinan según el nivel de la tormenta.
  • Cuando se esperan temperaturas o precipitaciones bajas, pero sin lluvia, la Ciudad aplica previamente agua salada en ciertas vías. Esta medida evita la acumulación de hielo y junto con las técnicas habituales de prevención y remoción de nieve y hielo de la Ciudad, ayuda a mantener las vías más seguras.

Los residentes, empresas y visitantes pueden hacer las siguientes cosas para ayudar a los equipos de emergencias y socorristas durante las tormentas de invierno y otras emergencias relacionadas con el clima:

  • No estacionar en rutas de emergencia.
  • Tener palas y sal o arena a mano.
  • Evitar remover la nieve tirándola a la calle.
  • Inscribirse para ser un Snow Buddy y ayudar a sus vecinos que no puedan quitar la nieve.
  • Verificar si sus vecinos necesitan ayuda.

Cómo resguardarse del frío

La Ciudad ofrece varios centros para protegerse del frío para las personas que quizás no tienen acceso a un refugio caliente o a calefacción en sus hogares durante el día.

Los servicios de refugio durante las noches de invierno para las personas y familias sin hogar están disponibles en dos lugares, de 7 pm a 7 am, entre el 1 de noviembre al 31 de marzo. El refugio de invierno ubicado en 2355-A Mill Road es para adultos solteros y el refugio Carpenter’s Shelter, ubicado en 930 N. Henry St., es para familias.

Cómo mantenerse a salvo

No deje que el clima invernal le agarre por sorpresa. Hay diversas medidas que se pueden tomar para mantenerse a salvo:

  • Manténgase alejado de las carreteras si cae hielo o nieve.
  • Prepare un kit de emergencia y tenga listo un plan.
  • Despeje el hielo, nieve y hojas de los hidrantes y alcantarillas.
  • De acuerdo con la Asociación Nacional de Prevención de Incendios (NFPA, por sus siglas en inglés), los equipos de calefacción son la principal causa de muertes por incendios domésticos. La mitad de los incendios domésticos por equipos de calefacción se presentan durante los meses de diciembre, enero y febrero. የሙቀት መጠኖች እየወረደና የበጋው ወቅት እየተቃረበ እንደመሆኑ የአሌክሳንደሪያ ከተማ ስለ በረዶና ግግር በረዶ አወጋገድ፣ ሙቀትና ደህንነትን ጠብቆ ስለመቆየት፤ እና ለአውሎ ንፋሶች ስለመዘጋጀት የተመለከተ መረጃና የመረጃ ምንጮችን ይሰጣል፡፡

የበረዶ አወጋገድ

ለበጋ ወቅት አየር ፀባይ ክስተቶች ምላሽ መስጠት ከተማው ከፍተኛ ቅድሚያ ከሚሰጣቸው ጉዳዮች መካከል አንዱ ነው፡፡  የከተማው የበረዶ አስወጋጅ ቡድኖች 561 ማይል ርዝመት ካላቸው ጎዳናዎች፣ 20 ማይል ርዝመት ካላቸው በከተማው ባለቤትነት ከተያዙ የእግረኛ መንገዶችና ተያያዥ መንገዶች፣ እና 44 ጋሻ ስፋት ካላቸው የከተማው ማዘጋጃ ቤት የመኪና ማቆሚያ ቦታዎች ወይም ባለቤትነታቸው የከተማው ከሆኑ አደባባዮች ላይ በረዶ ያፀዳሉ፡፡  ከእነዚህ ረጃጅም ጎዳናዎችና የእግረኛ መንገዶች ላይ በረዶና ግግር በረዶ ማጽዳቱ ጊዜ ወሳጅ፣ ከባድ እና ከነዋሪዎች፣ የንግድ ድርጅት ባለቤቶች እና የከተማው አስተዳደር ጋር ግንኙነት ማድረግን የሚጠይቅ ስራ ነው፡፡  ወደ ስራ ምልልሶችና የጉዞ ፓተርኖች በ COVID-19 ወረርሽኝ ወቅት በእጅጉ የተቀየሩ ቢሆንም እንኳ የአስቸኳይ ጊዜ ተሽከርካሪዎች መጓዝ እንዲቻል የትራንስፖርት ኔትወርኩን ከበረዶና ግግር በረዶ ማጽዳት አስፈላጊ ነው፡፡

ስለ አሌክሳንደሪያ ከተማ የበረዶ አወጋገድና የበጋ ወቅት አየር ፀባይ ድንገተኛ ሁኔታዎች የተመለከቱ አንዳንድ ጠቃሚ ዝርዝሮች እዚህ ላይ ቀርበዋል:

  • አውሎንፋሶች አይነትና ክብደታቸውን መሰረት በማድረግ በደረጃዎች፡ ከደረጃ 1 (ዝቅተኛ ከባድ) እስከ ደረጃ 3 (በጣም ከባድ) ይመደባሉ። የአውሎ ንፋስ ደረጃዎችን የተመለከተ ማሻሻያ የአየር ፀባይ ለውጦች በሚፈጠሩበት ወቅት በከተማው ድረገጽ ላይ ይገለጻል፡፡
  • መንገዶች ቅደም ተከተል ተሰጥቷቸው ይታረሳሉ፡፡ የበረዶ የአስቸኳይ ጊዜ መስመሮች በመጀመሪያ የሚታረሱ ሲሆን እነዚህን ተከትሎ ሁለተኛ መስመሮች፣ መካከለኛ መስመሮች እና የነዋሪዎች መንገዶች ይታረሳሉ፡፡  የከተማው የበረዶ ሪፖርት መከታተያ ሲስተም/ስርዓት  ነዋሪዎችን ወቅታዊ የመንገድ ሁኔታዎችን እንዲያዩ ያስችላቸዋል፡፡
  • የእግረኛ መንገዶችን፣ የአሽከርካሪዎች መንገዶችን እና የመግቢያ ቦታዎችን የማጽዳት ኃላፊነት በእነዚህ ትይዩ የሚገኝ የመኖሪያ ንብረት ባለቤት፣ ነዋሪዎች፣ የማህበረሰብ ማህበር ወይም የንግድ ድርጅት ነው፡፡  የበረዶ ማጽጃ የጊዜ ገደቦች በአውሎ ንፋስ ደረጃ ላይ ተመስርተው ይወሰናሉ፡፡
  • ከተማው ዝቅተኛ የሙቀት መጠኖች በሚኖሩበት ወቅት ወይም እርጥበት ኖሮ ሆኖም ዝናብ እንደማይዘንብ በሚጠበቅበት ወቅት የተመረጡ መንገዶችን በጨዋማ ውሀ ያክማል፡፡  ይህ የመከላከል የበረዶ ማጽጃ እርምጃ—ከከተማው መደበኛ የበረዶና ግግር በረዶ መከላከያና ማስወገጃ ስልቶች ጋር በጋራ—የመንገዶችን ደህንነት ለመጠበቅ ይረዳል፡፡

ነዋሪዎች፣ የንግድ ድርጅቶችና ጎብኚዎች አውሎንፋሶች እና ሌሎች የአየር ፀባይ ድንገተኛ ሁኔታዎች በሚያጋጥሙበት ወቅት የበረዶ አስወጋጅ ቡድኖችን እና የአስቸኳይ ጊዜ ምላሽ ሰጪዎችን ለመርዳት የሚከተሉትን ነገሮች ማድረግ ይችላሉ፡

  • ተሽከርካሪዎችን በአስቸኳይ ጊዜ መስመሮች ላይ አለማቆም፡፡
  • አካፋዎች እና ጨው ወይም አሸዋ በአግባቡ ማስቀመጥ፡፡
  • በረዶውን በአካፋ ዝቆ መንገድ ላይ አለመድፋት፡፡
  • የበረዶ ማስወገድ አጋር ለመሆን እና በረዶ ዝቀው ማስወገድ የማይችሉ ጎረቤትዎችዎን ለመርዳት  ይመዝገቡ፡፡
  • እርዳታ ሊያስፈልጋቸው የሚችሉ ጎረቤቶችዎን ያረጋግጡ፡፡

ሙቀትን ጠብቆ መቆየት

ከተማው ለሞቃት መጠለያ ተደራሽ ያልሆኑ ወይም ለቀን ቀን በመኖሪያ ቤታቸው ውስጥ ማሞቂያ የሌላቸው የማህበረሰብ አባላትን በቀን ወቅት ከቅዝቃዜው እፎይታ እንዲያገኙ ለማድረግ  የተለያዩ የማሞቂያ ማዕከላትን ያቀርባል፡፡

መኖሪያ ቤት አልባ ለሆኑ ግለሰቦችና ቤተሰቦች የሚቀርቡት የከተማው የምሽት የበጋ ወቅት መጠለያ አገልግሎቶች  ከሕዳር 1 እስከ መጋቢት 31 ድረስ ምሽት ላይ ከ 7 pm እስከ 7 am ሰዓት በሁለት ቦታዎች ክፍት ይደረጋሉ፡፡  በ 2355-A Mill Road የሚገኘው የበጋ ወቅት መጠለያ አገልግሎቶቹን ላጤ ለሆኑ አዋቂዎች የሚያቀርብ ሲሆን በ 930 N. Henry St. የሚገኘው Carpenter’s Shelter አገልግሎቶቹን የሚያቀርበው ለቤተሰቦች ብቻ ነው፡፡

ደህንነትን ጠብቆ መቆየት

የበጋው ወቅት አየር ጠባይ እንግዳ እንዲሆንብዎት አይፍቀዱ ፡፡ ደህንነትን ለመጠበቅ መወሰድ የሚችሉ የተለያዩ እርምጃዎች አሉ:

  • በረዶ ወይም በረዶ በሚከሰትበት ጊዜ ከመንገድ ላይ ይቆዩ።
  • የአስቸኳይ ጊዜ ኪት ያዘጋጁ እንዲሁም የአስቸኳይ ጊዜ እቅድ ተግባራዊ ያድርጉ ፡፡
  • ግግር በረዶ፣ በረዶና ቅጠሎችን ከተቀጣጣይ ነገሮችና አውሎ ንፋሶች አርቀው ያጽዱ፡፡
  • እንደ ብሔራዊ የእሳት አደጋ መከላከያ ማህበር (NFPA) መረጃ የማሞቂያ መሳሪያ ዋነኛው የቤት ውስጥ በቃጠሎ ምክንያት ሞቶች መንስኤ ነው፡፡  በታህሳስ፣ ጥር እና የካቲት ወሮች ሪፖርት ከተደረጉ የቃጠሎ አደጋዎች መካከል ግማሹ በቤት ውስጥ የማሞቂያ መሳሪያ ምክንያት የተፈጠሩ ቃጠሎዎች ናቸው፡፡  አብዛኞቹን ከማሞቂያ ጋር ተያያዥ ቃጠሎዎች ለማስቀረት መውሰድ ስለሚችሏቸው ደረጃዎች በተመለከተ  ተጨማሪ ይወቁ፡፡

ስለ አሌክሳንደሪያ የበጋ ወቅት የአስቸኳይ ጊዜ ዝግጁነት፣ የደህንነት ፍንጮችና የበረዶ አወጋገድ የተመለከተ ተጨማሪ መረጃ ለማግኘት የበጋ ወቅት አየር ፀባይ መልእክትን ኮፒ ያውርዱ  ወይምalexandriava.gov/Snowን ይጎብኙ፡፡
