Overview & Goals
T&ES focuses on superior customer service, environmental and transportation projects that promote economic development, strategic management, employee relations and environmental sustainability:

Focus on listening to the needs of our customers and providing timely and responsive service at all levels of the organization. - Economic Development, Environmental Programming, & Transportation Planning
Further a disciplined focus on innovative and critical projects; and core services that contribute to the City’s overall economic development, mobility, and environmental sustainability. - Strategic Management
Use data-driven decision-making to align our work with the City’s Strategic Plan and annual Budget Process. - Employee Relations
Promote a culture of excellence, with a renewed focus on communications, employee empowerment and accountability, professional development, and teamwork. - Sustainability
Ensure that all our work is in alignment with the City’s Eco- City Charter and Environmental Action Plan 2030, which promotes and implements environmental responsibility.

Castañeda leads the department and its functions, including transportation systems and infrastructure, emergency weather planning, and refuse collection for Alexandria.
Tarrence Moorer
Assistant Director, Internal Services/Resource Recovery

Moorer oversees all internal service functions, including communications, human resources, fleet, facility management, information technology, finance, budget, and resource recovery.
Hillary Orr

Orr oversees transit services, transportation planning, traffic engineering, and the City’s GO Alex program.

The Deputy Director of Right-of-Way and Development Services oversees the department's development review, right-of-way permitting, survey, development inspection work, and traffic operations.

Deputy Director of Infrastructure & Environmental Quality/Public Works Services

Skrabak oversees the City’s infrastructure and environmental quality programs, including Chesapeake Bay, Erosion and Sediment Control, MS4 (stormwater), regulatory responsibilities, permitting for the City’s Combined Sewer System, and public works services.
