In 1997, City of Alexandria’s City Manager and Superintendent of Alexandria City Public Schools adopted a Memorandum of Understanding (MOU), which outlined the shared maintenance roles and responsibilities for the two organizations. A combined management team reviews the MOU annually and modifications are implemented as needed.

Park Maintenance Plan

Focusing on Proactive Maintenance & Asset-Level Service

RPCA’s Park Services Division is committed to preserving the quality of our parks and recreational spaces. The updated Park Maintenance Plan aims to carefully manage park assets and ensure the long-term sustainability of these valuable community resources. Each park asset is categorized and assigned a Level of Service (LOS), which determines the frequency and scope of maintenance needed. This approach ensures that all park facilities remain safe, clean, and accessible.

The LOS is divided into five maintenance management service levels: 1, 2, 3, 4, and 5. Park amenities classified under Level 1 management receive the highest levels of maintenance. Level 5 represents park amenities that receive the lowest levels of maintenance. Park Services strives to maintain its parks at a Level 3 or higher but will drop below a Level 3 based on resource constraints and community desires. Regardless of resource constraints and community desire, parks will always remain safe.

  • Level 1 – State-of-the-art maintenance applied to a high-quality diverse landscape.
  • Level 2 – High-level maintenance.
  • Level 3 – Moderate-level maintenance. 
  • Level 4 – Low-level maintenance.
  • Level 5 – Minimum-level maintenance. Level 5 only receives maintenance when safety concerns are a consideration.

Proactive Park Maintenance

  1. Routine Inspections: Parks are regularly checked to spot any safety concerns, wear, or areas needing attention. These inspections help keep the park safe and functional for everyone to enjoy.
  2. Timely Repairs: When issues like broken equipment or unsafe conditions are found, they are quickly addressed to prevent further damage and ensure the park stays usable for visitors.
  3. Ongoing Maintenance: Regular upkeep, like cleaning and tending to park assets, ensures that parks stay safe, clean, and easy to use, making every visit enjoyable.
  4. Data Collection: Park Services gathers information about park conditions, maintenance, and repairs to make informed decisions, prioritize needed improvements, and ensure parks are well-maintained for the long term.
