The Witter Fields project site is approximately 13 acres in size. The property was obtained by the City as a result of the Woodrow Wilson Bridge Settlement Agreement Record of Decision between the City of Alexandria and the Federal Highway Administration.

Project Overview
The project was approved by the Alexandria Planning Commission and City Council in October, 2007 and includes a lighted diamond field, two lighted synthetic turf rectangular fields, restrooms, park pavilions and parking for 145 vehicles. In addition, the project includes a one-half mile pedestrian loop trail, park pavilions, preservation of an existing cemetery and intersection improvements at Duke Street and Witter Drive.

As part of the construction of the Witter Recreational Fields project, the City of Alexandria’s Department of Transportation & Environmental Services, Office of Environmental Quality received a closure letter from the Virginia Department of Environmental Quality (VDEQ) associated with the soil remediation required for the project. The property is the site of a former railcar manufacturing and maintenance facility and required management of an estimated 24,000 cubic yards of impacted soil during construction. The final certification of remediation will be issued by VDEQ later this year. The Witter Recreational Facility is being constructed with mitigation funds from the Woodrow Wilson Bridge project. The facility includes two rectangular multi-purpose fields and a softball field. The multi-purpose fields will be programmed for use beginning in August 2012, and the softball field will be programmed for use in the fall. Final construction of the facility will be complete in November 2012. - City Council Groundbreaking Ceremony: March 14, 2011
