Hashim T. Taylor
Hashim T. Taylor, an Alexandria native, serves as Director of Recreation, Parks & Cultural Activities (RPCA). A seasoned parks and recreation leader, he has overseen large park systems, led major capital projects, expanded community access, and secured millions in funding throughout his career.
Laura Durham
Laura Durham is Deputy Director for Recreation Services at RPCA, overseeing rec centers, aquatics, youth, senior, and community programs. A city employee since 2003, she has led major planning efforts and holds certifications in public management, finance, design thinking, and executive coaching.
Jack Browand
Jack Browand is Deputy Director of Park Services for RPCA, where he guides parkland, recreation programming, and cultural activities. A lifelong Alexandrian with 35+ years at RPCA, he is a Certified Public Manager and a Certified Park & Recreation Professional.
Diane Ruggiero
Diane Ruggiero is the Deputy Director of Cultural Activities-Office of the Arts, with extensive experience in both municipal and nonprofit arts. She has driven innovative Alexandria programs like the Mobile Art Lab and Site See public art series, fostering community engagement through art.
Faye Maslaki-Morgan
Faye Maslaki-Morgan is the Division Chief of Administrative Services for RPCA. She leads essential administrative operations, ensuring efficient program delivery, effective staff support, sound budget management, and compliance with city standards—strengthening RPCA’s mission to serve the community.

Barbara Farrington is the HR Manager for RPCA with 30+ years of experience in public and private sectors.
