
Edison Street and Dale Street Early Phase


The City pursued a Virginia Community Flood Preparedness Fund grant to accelerate portions of the Edison Street and Dale Street Storage and Convey large capacity project by dividing the work into three smaller projects to accelerate portions of the planned large capacity project to deliver flood mitigation ahead of the Stormwater Utility 10-Year Capital Improvement Program (CIP) funding plan for Fiscal Year 2026. This allows flooding mitigation work to begin earlier.
Edison Street Cul-de-Sac Drainage Improvement
The Edison Street Cul-de-Sac Drainage Improvement will reduce and control flooding along the lower northern half of Edison Street. The existing pipe discharging into Four Mile Run will be replaced with a larger pipe. A new channel will be installed at the northern end of Edison Street to move water ponding in the roadway and entering properties to flow into Four Mile Run.

100 W. Reed Avenue Curb Inlet Improvement
The 100 W. Reed Avenue Curb Inlet improvement project will capture stormwater runoff and reduce surface flooding along West Reed Avenue and adjacent private property to alleviate impacts to downstream residents. The main work is to install a new pipe and large inlets along West Reed Avenue while avoiding the existing utilities.

Dale Street Drainage Channel
The Dale Street Drainage Channel will address street flooding along Dale Road and convey stormwater runoff within a grass channel through the Dale Street Community Garden, with curb cuts to connect the channel to the roadway.

Timeline
Investigation
The Flood Action Alexandria team conducted field investigations in July 2021 after receiving several complaints from residents due to severe flash flooding events. The Edison Street and Dale Street Storage and Conveyance problem area was identified in the City of Alexandria Storm Sewer Capacity Analysis (CASSCA) study and prioritized in the 10-Year CIP to receive funding in Fiscal Year 2026. However, City staff identified three smaller projects as part of the overall project to be accelerated by receiving funding under the Community Flood Preparedness Fund to start flood mitigation work prior to Fiscal Year 2026.
Design procurement
AECOM was selected as the design consultant tasked with developing an efficient, effective and constructible design.
Goals of design:
• Convey stormwater runoff from storms without flooding and control high-intensity storm events to the maximum extent possible
• Maintain adequate drainage for frequent storm events
• Reduce impacts to downstream residents and explore opportunities to reduce flooding through on-site attenuation routin
Design
Design stages:
• Data collection, including survey work to map the terrain and drainage features in the project area
• Geotechnical investigation to locate utilities
• Computer modeling to determine runoff movement and storm sewer capacity
• Civil engineering plans
Construction
Construction is expected to start in fall 2023. Construction work that exceeds funding available through the Community Flood Preparedness Fund grant will be planned for Fiscal Year 2026, when funding is available through the Stormwater Utility Fee.
