Project Description
The City of Alexandria is advancing the Skyhill Road Stormdrain Extension Project to improve stormwater collection and reduce localized ponding and drainage concerns along Skyhill Road near Janney’s Lane. The project is in the West Taylor Run neighborhood, along Skyhill Road between the vicinity of 313 Skyhill Road and Janney’s Lane.
During neighborhood investigations and planning-level engineering review, the City identified that stormwater runoff currently travels along the roadway and gutter with limited mid-block inlet capture before reaching the downstream collection point near Janney’s Lane. During larger rainfall events, this can contribute to ponding, bypass flow, and drainage concerns near the downstream end of the corridor.
The proposed project will add targeted storm drain infrastructure along Skyhill Road, including new curb inlets, storm drain pipe connections, and improvements to connect into the existing storm sewer system near Janney’s Lane. During design, the City and its engineering consultant will confirm final inlet locations, pipe sizes, utility conflicts, constructability, right-of-way conditions, and downstream connection requirements.
The project is currently in the planning phase. After planning and internal project review are completed, the project is expected to move into design, followed by construction in a future phase.

Planning Phase
Planning Overview
The planning phase includes review of previous neighborhood flooding concerns, field observations, drainage patterns, topographic survey information, and planning-level engineering recommendations for the West Taylor Run neighborhood. The Skyhill Road project was identified as a targeted stormwater improvement to help increase inlet capture and improve conveyance toward the existing storm sewer system near Janney’s Lane.
During the planning phase, the City reviewed existing drainage conditions along Skyhill Road, completed a topographic survey, evaluated stormwater runoff patterns, reviewed planning-level hydrologic and hydraulic information, and developed a drainage improvement concept to increase inlet capture and improve conveyance toward the existing storm sewer system near Janney’s Lane.
The City also updated the planning-level project cost estimate, coordinated internal project delivery needs, and prepared the project for transition into the design phase. The design phase will build on this completed planning work and confirm final inlet locations, pipe sizing, utility constraints, constructability, permitting needs, and construction documents.
Planning Public outreach
During the planning phase, the City completed neighborhood outreach for residents near the Skyhill Road project area. Outreach included advance notification to nearby residents and an onsite walk-through/site visit to review existing drainage conditions, discuss the planning-level project concept, answer questions, and receive resident feedback.
The site visit provided an opportunity for interested and available residents to meet with City staff, learn about the project status, discuss the City’s planned drainage improvements, and share observations or concerns related to flooding and stormwater runoff in the Skyhill Road area. Feedback received during this outreach will help inform the project as it moves from planning into design.

Design Phase
The design phase will refine the planning-level concept into construction-ready documents. This work will include design-level hydrologic and hydraulic analysis, final inlet and pipe sizing, utility investigation, constructability review, cost estimating, permitting review, and preparation of construction drawings and specifications.
The City will continue coordinating with residents and internal project partners as the design progresses.
Construction Phase
Construction is anticipated after completion of design, permitting, funding confirmation, and procurement. Construction is expected to include installation of new curb inlets, storm drain pipe connections, roadway and curb restoration, erosion and sediment control measures, and related site work.
More detailed construction information, including schedule, traffic/access impacts, and resident notifications, will be provided as the project moves closer to construction.
