Unified Implementation Team

The Unified Implementation Team (UIT) comprises leadership from Alexandria City Public Schools, the Alexandria Health Department, the Department of Community and Human Services and the Partnership for a Healthier Alexandria. The Implementation Team is a collaborative effort to align components of the groups' respective strategic plans.

About the Unified Implementation Team

In 2019, the renewal of three city plans affecting children and families coincided: the Alexandria City Public Schools (ACPS) Equity for All Strategic Plan 2025, the Alexandria Health Department (AHD) and the Partnership for a Healthier Alexandria Community Health Improvement Plan 2025 (CHIP), and the Department of Community and Human Services (DCHS) Children and Youth Master Plan 2025 (CYMP).  

In one of the first major plan alignment efforts of the city, the leadership of these organizations established a Unified Implementation Team to jointly develop the three plans in areas where the goals and outcomes overlapped.

This bold, student-centered roadmap reaffirms our commitment to providing every student, regardless of background, with access to a high-quality education. The new five-year plan builds upon the work of the Equity for All 2025 Strategic Plan and reflects the voices of the ACPS community.

Youth Needs Assessment

Youth Needs Assessment 2025

This assessment is a snapshot of what matters most to Alexandria’s youth. Over 1,100 youth across the city were engaged as changemakers in a participatory action research process, sharing their voices, experiences, and solutions through surveys, 94 listening sessions, and collaborative analysis.

Guiding Principals

The Unified Planning Team is committed to four underlying and interconnected principles to guide the implementation of the respective plans: 

  1. Adopt a strengths-based approach: We recognize the prevalence of trauma and adverse childhood experiences (ACEs) impacts health, behavior and outcomes. The aim is to develop a shared language about trauma and resilience and improve results by recommending effective strategies that target the root causes of trauma at the family and community level.
  2. Apply equity: Consistent with the All Alexandria Resolution, we remove barriers to access and ensure that race and identity do not determine an Alexandrian’s quality of life or opportunity." By aligning planning across the city, the aim is to create the conditions needed for ALL Alexandrians to thrive, with an emphasis on ensuring that who you are and where you live will not determine quality of life, opportunities or outcomes.
  3. Center community voice: All community members, including youth, have their opinions and ideas heard and are included in the planning and implementation processes. These lived experiences provide critical information to effectively design solutions and will be elevated for more impactful outcomes.
     
  4. Share accountability: Strong, trusting relationships are a cornerstone to the success of the plans. Transparency on what is working and what needs to change is vital in achieving real and meaningful results. This means that progress and key data are regularly shared with the community and used for better decision making. 

Together, these plans will build stronger communities by adopting a strengths-based approach, applying equity, centering community voice and sharing accountability.

Aligned Strategies (2020-2025)

The Unified Planning Team identified five high-level strategies that align with the goals of each strategic plan: 

1: Develop job readiness, career and employment opportunities.
2: Engage students and families with supports and services within schools.
3: Improve and increase out of school learning.
4: Enhance technical infrastructure and close the digital divide.
5: Implement integrated collaborative systems that help families and the community support the socio-emotional and physical development of children and youth.

Unified Implementation Team Reports 

The Unified Implementation Team reports out twice a year, in the spring and fall. 

Initial reports focus on outputs, or the work that is being done through policies, programs, and education and outreach related to the aligned strategies. 

Future reports will include outcomes achieved and any gaps or needs that are identified.
