Clerk of the Circuit Court - Civil Division

The Civil Division handles the initiation of civil suits and the filing of pleadings into existing matters. There are a limited number of forms available in this court. Suits for monetary damages below $4,500 are heard in General District Court and amounts below $50,000 may be filed in GDC, which has forms available for filing. For more information call the General District Court Clerk’s Office at (703) 746-4021.

Filing with the Court

Items may be filed in any of the following ways. Please do not file the same documents in multiple ways, as it may slow down our processing of your item.

  1. In Person at our counter from 8 a.m. to 4 p.m. Monday – Friday.

Please note our office is closed on Federal, State, City, and Supreme Court Holidays.

 2. By U.S. Mail or commercial delivery service

Hearings Schedule

Praecipes for scheduling Hearings are available online or in person at the Civil Division counter.

Civil Motions Day: Motions and Hearings are heard on the 2nd and 4th Wednesdays of each month. Hearings must be scheduled via Praecipe. For more information, please visit the Judge’s Chambers website: Motions Day

Civil Trials: Trials are set via conference call with Judge’s Chambers or via Set Date Hearing via Praecipe.

Notice to DC-40 Vendors

The Electronic Voucher Payment System (EVPS) now allows all vendors who submit a DC-40 to create an account and submit vouchers electronically for payment.
 

Getting Started

Step 1: Are you an OES Vendor?

If you currently submit paper DC-40 forms, you are already an OES vendor.
If you have not previously submitted a DC-40, you must first submit a Substitute W-9 to the OES Accounts Payable Department (804-786-6455, fiscalap@vacourts.gov)


Step 2: Obtain an OES Identification Number (OES ID#)

A OES ID # is needed to access the system for the first time.
Contact the Clerk’s Office to obtain your OES Identification Number (OES ID#).
Please note: The OES ID# will expire after 48 hours.

Step 3: Create your EVPS Account by visiting the EVPS login page

Complete the fields under the "Create a New Account Section."
