Work Productivity Performance Indicator Report

In addition to the FY25 Sheriff’s Office work productivity performance indicator report, the Sheriff’s Office evaluates its performance through multiple independent reviews and accreditations, including the Virginia Department of Corrections (DOC) audit, the American Correctional Association (ACA) Reaccreditation Audit, the Prison Rape Elimination Act (PREA) Audit, Commission on Accreditation for Law Enforcement Agencies (CALEA) compliance reviews, and the National Commission on Correctional Health Care (NCCHC) Accreditation Review.

These independent evaluations showed 100% compliance with mandatory ACA standards and 99.7% overall compliance, full compliance with all 123 DOC audit standards, and 100% compliance with applicable NCCHC health care standards. The reviews also confirmed zero inmate suicides, homicides, or deaths due to injuries during the ACA review period (10/24 – 10/25), and that the Sheriff’s Office’s policies, training, and operations meet or exceed national law enforcement accreditation standards. Collectively, these achievements contributed to the agency earning the National Sheriffs’ Association “Triple Crown Award,” recognizing accreditation in law enforcement, corrections, and correctional health care. Only about 50 sheriff’s offices nationwide—out of more than 3,000—have earned the National Sheriffs’ Association Triple Crown Award.

Jail Staffing Study

Attached is the Alexandria Sheriff’s Office 2025 Staffing Analysis conducted in partnership with the National Institute of Corrections (NIC), which provided this assistance at no cost. The City was provided a final draft. ASO participated in this effort to evaluate current jail staffing levels and identify opportunities to improve operational efficiency and safety. The analysis includes a comprehensive review of jail operations, staffing, facility design, shift relief factor data, and recruitment and retention trends.

Based on an average daily population of 268 inmates, the report found that many jail posts must be staffed regardless of population levels, meaning staffing needs remain relatively constant even as populations fluctuate. The analysis also determined that current staffing levels do not fully account for time away from posts and recommends four additional deputy sheriff positions and three supervisory positions to properly staff current operations, along with operational improvements to support safe and efficient jail operations.

Jail Cost Reports

Attached is the approved FY24 Jail Cost Report (JCR) for the Commonwealth of Virginia. Alexandria’s report can be found on page 47. In Appendix C, you will find a data dictionary that outlines and defines the different categories used in the report. The draft FY25 Jail Cost Report spreadsheet is also attached. The final report will not be published until November 2026. The Alexandria information in these reports is compiled by the Sheriff’s Office with the assistance of City Finance.
