COVID-19 Update: Development and Right-of-Way Services Division is available, reviewing plans, and issuing permits; however, this work is being completed remotely due to the COVID-19 public health crisis. City Hall is closed to the general public and accessible by appointment only. The majority of plans, permits, and fees may be submitted and paid for online through APEX, the City of Alexandria's permitting and land use system, available at alexandriava.gov/Permits. An appointment may not be immediately available and may need to be scheduled for a future date.
The Development and Right-of-Way Services Division, which is located in room 4130 in City Hall, administers T&ES’s land development review process for public improvement projects designed by the department and reviews state projects and privately submitted site plans to ensure that construction is in compliance with the City's engineering standards and policies. This division is also responsible for administering the State-mandated Chesapeake Bay Preservation Ordinance, as well as performing all City survey work, and maintaining all engineering records.
