Judgments
Alexandria Circuit Court civil judgment orders, abstracts of judgments from Virginia courts, Federal Court judgments, foreign court judgments, and Commonwealth of Virginia liens and assessments, are docketed through our Criminal Division.
All Virginia civil judgment orders must comply with §8.01-446 of the Code of Virginia. The "ordered" clause of the judgment order must state that it is a judgment for money, the amount of the judgment, and the full names of all parties the judgment was granted for and against (et al. is not acceptable). It should also state the amount of interest and date from which interest begins. The order also should contain the defendant's address, if known.
In order to docket a foreign civil judgment (all out-of-state and federal court), the following is required:
- A Triple Seal copy of the judgment from the foreign jurisdiction;
- A notarized affidavit from the Plaintiff or Plaintiff's counsel, stating the last known address of the Plaintiff and Defendant;
- Payment of $25.00 in cash, cashier's check, certified check, business check, or money order made payable to the Clerk of the Court. Personal Checks are not accepted.
Orders to release or vacate judgments cannot be docketed unless they include the judgment number and the names of the judgment creditor and debtor, exactly as they appear on the judgment.

Electronic Voucher Processing System
The Alexandria Clerk of the Circuit Court is requiring use of the new Electronic Voucher Payment System (EVPS) located here. Currently, the EVPS is available for use by court appointed attorneys who may be providing legal services to defendants charged with an original Virginia State code site. This system automates and replaces the paper process of using a DC-40 List of Allowance form when requesting payment for these legal services. If appointed to represent a defendant charged with a local City of Alexandria charge, it will still be necessary to submit a DC-40 List of Allowance in the customary fashion. For the Virginia State charges, this new electronic system speeds up the review and approval process and quickly transmits information to the Office of the Executive Secretary, Supreme Court of Virginia. An online tutorial, and other helpful instructions and information is currently available within the VACourts page. Additional support may be obtained by emailing EVPSsupport@vacourts.gov, or calling 804-786-7888.
Notice to DC-40 Vendors
The Electronic Voucher Payment System (EVPS) now allows all vendors who submit a DC-40 to create an account and submit vouchers electronically for payment.
Getting Started
Step 1: Are you an OES Vendor?
If you currently submit paper DC-40 forms, you are already an OES vendor.
If you have not previously submitted a DC-40, you must first submit a Substitute W-9 to the OES Accounts Payable Department (804-786-6455, fiscalap@vacourts.gov)
Step 2: Obtain an OES Identification Number (OES ID#)
A OES ID # is needed to access the system for the first time.
Contact the Clerk’s Office to obtain your OES Identification Number (OES ID#).
Please note: The OES ID# will expire after 48 hours.
Step 3: Create your EVPS Account by visiting the EVPS login page
Complete the fields under the "Create a New Account Section."
